The Program Manager is accountable for delivering upon a mission critical, multi-year, multi-workstream program that involves end to end management and oversight of business and IT related outputs. You will manage budgets in the range of $5M - $20+M, provide program leadership across the business and IT disciplines required to ensure successful delivery of all changes to a mission critical core platform. The Program Manager will be responsible for oversight, tracking and reporting across all workstreams, and direct management and execution of their own workstreams. The Program Manager will be responsible for managing the complexity and dependencies across all workstreams within the program, helping to remove obstacles to the delivery teams, and providing visibility to the DOCoE, the program sponsor and to executive management.

The Program Manager will be responsible for managing and coordinating various workstreams within the program to ensure successful achievement of the common delivery goal. The Program Manager will be responsible for the management of the consolidated schedule, budget and scope, reporting and acting upon all deviations from the approved business case via governance and change management adhering to TMX and DOCoE standard processes and toolsets.

• Develop and maintain all program documentation in a central repository and in accordance with TMX document retention policy

• Define and document the objectives of the program, including but not limited to budgetary requirements, structure, roles and responsibilities and key terms of reference for the delivery teams

• Develop and maintain detailed, consolidated program and workstream plans

• Plan, direct and control the activities of a team within scheduled time and cost parameters

• Manage Squad Lead, project, and technical delivery manager(s) who each have responsibility for elements of the program and its associated delivery team members

• Manage the program during the planning, development, implementation and transition stages by ensuring that resources are allocated and that work is delivered in accordance with established scope and quality expectations

• Identify, forecast and manage budgets and related program financials

• Develop comprehensive consolidated implementation strategies and migration plans (including multi-phase rollout or big bang plans that span across multiple days/weeks), with dependencies clearly documented and back out strategies identified

• Provide ongoing, regular progress reporting as per established standards, tailoring where necessary to meet client needs

• Maintain plans, charts, tables and diagrams to assist in the analysis and resolution of problems

• Identify and rate program and workstream level risks

• Establish and maintain detailed risk plans with identified mitigation strategies for all critical and high risk items

• Deep understanding of project and software delivery methodologies and how to apply situationally

• Facilitate meetings at all levels of the organization, negotiating and managing change and resistance to same effectively

• Leverage your excellent verbal and written communication skills by tailoring messages according to audience

• Adaptive leadership style, in accordance with the situation

• Able to effectively prioritize work and manage large volume of change in an ambiguous, complex environment

• Strong understanding of capital markets (Equities) business area allowing you to stay in tune with the business and effectively represent their needs to other areas within and external to the organization, driving to ensure the success of the company as well as the program

• Strong problem solving skills

• Self-starter with strong bias for action and follow through on commitments

Must Have(s):

  • University/undergraduate degree in related discipline

  • PMP certification or equivalent Program Management work experience within the financial services industry (8+ years program management) , specifically with IT infrastructure and software delivery

  • Strong knowledge of Capital Markets business

  • Ability to successfully navigate and deliver within a fully matrixed environment that is complex and somewhat ambiguous

  • Demonstrated leadership, with the ability to motivate and effectively manage program teams

  • Strong interpersonal and negotiation skills

  • Excellent written and verbal communications

  • Proven experience in client facing role

  • Experience managing projects with budgets in excess of $3M

  • Experience managing teams with xxx members or greater

  • Background delivering projects using SDLC, Iterative and Agile methodologies

  • Experience with end to end program delivery (includes managing both the business and IT phases of a program)

  • Management competencies include: results focus, human resource management, leadership, financial management, business planning, decision making/judgement, professionalism and job knowledge, expectations management

  • Core competencies include: customer focus/service, team work, self-management and accountability, flexibility and adaptability

  • Ability to translate business needs into technical architecture requirements

Nice to Have(s):

  • Client relationship management skills

  • Prior experience using Workday or PPM tools

  • Certified SCRUM Master

  • Exposure to cloud implementations

  • Experience with projects involving integration of third party applications with other third party or on-premise applications
