In partnership with Metrolinx, ACCIONA is playing a key role in the design and construction of the Eglinton Crosstown West Extension (ECWE), a 9.2-kilometre westward addition to Toronto’s Line 5 light rail transit network. This major infrastructure project includes seven new stations and installation of rail and systems under a progressive design-build model. Beyond its technical scope, the ECWE project represents a significant investment in sustainable urban mobility, expected to reduce greenhouse gas emissions by up to 5,800 tonnes annually and eliminate over 6.5 million vehicle trips each year when combined with the full Line 5. This role plays a critical role in managing non-construction spend that supports the project's operational infrastructure. In a PDB model, this role is highly collaborative, focusing on the early identification of needs and transparent cost development alongside the client and design team. Job Description Strategic Sourcing for Indirect Categories: Lead the procurement of essential project support services including site facilities (trailers, security, temporary utilities), IT infrastructure, and MRO (Maintenance, Repair, and Operations) supplies and consumable items. PDB Collaboration & Development: Lead the market engagement exercise for indirect categories during the progressive design phase to provide cost certainty and underpin estimate maturity. Work with project leadership to input into "open-book" cost estimates for overhead and project-wide services. Contract Lifecycle Management: Manage the end-to-end cycle from RFP development to contract award, including negotiating Master Purchase Agreements and administering changes, renewals, or disputes for indirect vendors. Compliance & Project Agreement Adherence: Ensure all indirect procurement activities align with the specific DMCA requirements, and the Procurement Management Plan. Vendor Performance & Relationship Management: Build and maintain a robust supplier network in the Greater Toronto Area (GTA), monitoring performance against KPIs and managing "vendor days" to test market capacity and encourage competition. Internal Stakeholder Advisory: Act as a subject matter expert for project teams, advising on procurement strategies that balance cost, delivery timelines, and local capability. Risk Mitigation: Identify and mitigate supply chain risks related to indirect spend, such as professional service availability or volatility in facility operating costs. Reporting: Input into reporting on local spend, spend by vendor category etc in order to demonstrate compliance with community and local engagement requirements of the DMCA. Required Skills and Competencies Education: Bachelor’s degree in Business, Supply Chain Management, Commerce, or a related field. Professional Designation: Supply Chain Management Professional (SCMP) or Project Management Professional (PMP) is strongly preferred. Experience: Minimum 5–7 years of progressive procurement experience, ideally within heavy civil, rail, or transit infrastructure in Ontario. LRT/Transit Knowledge: Familiarity with LRT-specific operational needs and the complexities of major GTA transit projects. PDB Experience: Understanding of Alternative Delivery models (P3, Progressive Design-Build) and the collaborative, transparent commercial environment they require. Software Proficiency: Advanced skills in MS Excel and experience with construction-specific ERPs or procurement software (e.g., RIB BuildSmart, eSUB, or SAP).
