The Kativik Regional Government (KRG) is a ?supra-municipal? organization with jurisdiction over <br>the territory of Québec located north of the 55th parallel. The KRG is currently seeking to recruit a <br>professional and motivated candidate to work in Nunavik, in the capacity of; <br>Assistant-Director Compliance and Administration, <br>Transportation Department<br>(Permanent full time position)<br>Reporting to the Director of the Transportation Department, the Assistant Director, Compliance and <br>Administration is responsible for departmental programs ensuring compliance with Transport <br>Canada's aviation regulation TP312, environmental protection, the development of maintenance <br>programs, and the overarching administration of the Transportation Department. The Assistant <br>Director will assist the Director with administrative and performance management for the 14 <br>airports, marine ports, the Usijiit para-transit service, public transit services, and Off-Highway <br>vehicle prevention activities.<br>The Assistant Director, Compliance and Administration will be responsible for, but not limited to, <br>the following:<br>? Responsible for regulatory compliance, planning, sustainability (environment and wildlife <br>management), and administration; <br>? Responsible for the drafting and regulatory submission of program documentation ?<br>including the Airport Aerodrome Operations Manual (AOM), Emergency Response Plan, <br>Wildlife Management Plan, Safety Management Systems Manual, Aeronautical <br>Publications, training records, and the Plan of Operations during Construction (PCO) ?<br>ensuring all are developed, accurate, up to date, and submitted to Transport Canada for <br>approval; <br>? Responsible for ensuring all airport exemptions are adequately documented and valid, and <br>for leading new exemption requests; <br>? Ensure that all agreements with Transport Canada and the Ministère des Transports et de <br>la Mobilité durable (MTMD) are monitored, amended, and adhered to as described; <br>? Responsible for coordinating the regulatory development and approval of capital projects <br>and PCOs with MTMD; <br>? Responsible for liaising with Transport Canada regarding SMS audits, leases, and longand short-term capital investments planning; <br>? Negotiate and oversee the renewal of leases/contracts and the delivery of construction <br>permits; <br>? Responsible for all Off-Highway vehicle prevention activities; <br>? Contribute to the Department's regulatory and administrative responsibilities regarding <br>maritime and para-transit activities; <br>? Maintain budgetary expectations and provide status reports related to compliance and <br>administrative programs.<br>QUALIFICATIONS:<br>? Bachelor's degree in Business Administration, Public Administration, Environmental <br>Management, Aviation Management, or a related field; significant relevant work experience in <br>regulatory compliance or airport administration may be considered in lieu of a degree; <br>? Minimum of five (5) years of relevant experience in regulatory compliance, environmental <br>management, or administration, ideally within an airport or transportation context; <br>? Knowledge of Canadian Aviation Regulations (CARs) and Transport Canada aerodrome <br>standards (TP312) considered a strong asset; <br>? Experience with Safety Management Systems (SMS) and related audit processes considered <br>an asset; <br>? Experience in environmental protection or wildlife management programs considered an <br>asset; <br>? Experience negotiating and administering leases, tender processes, contracts, or <br>construction permits considered an asset; <br>? Accredited Airport Executive (AAE) or Certified Member (CM) designation from IAAE Canada <br>considered an asset; <br>? Experience working in remote, fly-in, or Indigenous community contexts considered an asset; <br>? Excellent organizational, analytical, and decision-making skills; <br>? Strong written and verb
