Title: Director, Program Management - Controls & Supervision Technology Position Type: Full-time, Permanent Location: Toronto, ON (Preferred) - open to other locations across Canada (Montreal, Halifax) Working Model: Hybrid - up to 4 days per week in office Salary Range: $165K - $195K per annum plus bonus + benefits About the Opportunity We are seeking a Director, Program Management to lead a large and highly visible portfolio within Controls & Supervision Technology at a leading global Capital Markets organization. This role sits at the intersection of technology, risk management, regulatory compliance, and enterprise transformation. Reporting to the Head of Supervisory, Controls & Operations Technology, you will provide governance and oversight across a broad portfolio of programs supporting supervision, controls, compliance technology, and IT risk initiatives. The successful candidate will lead a global organization supporting more than 7,000+ users and overseeing a portfolio of 50+ concurrent programs and projects. This position requires an experienced Program Management leader with deep Capital Markets expertise, strong executive presence, and a proven ability to drive structure, governance, and delivery across complex global environments. This is an ideal opportunity for someone who has progressed from project management into large-scale program leadership and has extensive experience working with Controls, Supervision, Compliance Technology, and/or IT Risk functions within Capital Markets. What You'll Do Lead governance and oversight across a portfolio of 50+ programs and projects spanning Controls, Supervision, Compliance Technology, and IT Risk Establish program management standards, governance frameworks, reporting structures, and escalation processes Drive portfolio-level planning, execution, prioritization, and performance measurement Partner closely with senior business, risk, compliance, and technology leaders across Capital Markets Provide executive-level reporting, insights, and recommendations to senior leadership and key stakeholders Oversee major strategic initiatives focused on supervisory controls, risk management, regulatory technology, and operational efficiency Build alignment across business, technology, operations, compliance, and risk functions globally Lead and mentor program managers, delivery leads, and cross-functional teams Manage program KPIs, dashboards, portfolio health metrics, and business value realization Drive continuous improvement in governance, communication cadence, delivery discipline, and stakeholder engagement Support technology modernization initiatives and strategic transformation programs Champion the responsible adoption of AI and emerging technologies within risk, compliance, and supervisory processes Ensure alignment with regulatory requirements, enterprise risk frameworks, and organizational technology strategies What You Bring Must-Have Qualifications 15+ years of experience in Program, Portfolio, or Transformation Management within financial services Strong Capital Markets domain expertise, including exposure to Trading, Global Markets, Sales & Trading, or related business areas Proven experience supporting Controls, Supervision, Compliance Technology, Regulatory Technology, and/or IT Risk functions Demonstrated success leading large-scale portfolios and complex transformation programs Experience managing global teams and stakeholders across multiple geographies Strong executive communication and presentation skills with the ability to engage senior leadership audiences Expertise establishing governance frameworks, reporting structures, operating models, and program management disciplines Strong stakeholder management capabilities across business, technology, risk, compliance, and operations teams Strategic mindset combined with strong execution and delivery discipline Experience managing highly regulated technology environments Nice-to-Have Qualifications Experience supporting first-line-of-defense controls and supervisory functions Background in Compliance Technology, Regulatory Technology, Surveillance, or Risk Management platforms Experience leading modernization or enterprise transformation programs Familiarity with AI, machine learning, predictive analytics, or automation initiatives within financial services Knowledge of AI governance, model risk management, or responsible AI frameworks Experience with Agile delivery methodologies and large-scale distributed teams Understanding of regulatory frameworks such as IIROC, SEC, CFTC, or equivalent global regulations Consulting background with experience working on complex transformation initiatives What You'll Love About This Opportunity Executive-level leadership role with significant visibility across Capital Markets Technology Opportunity to influence and shape the future of Controls & Supervision Technology Ownership of a large-scale global portfolio supporting critical risk and compliance functions Direct partnership with senior business, risk, compliance, and technology leaders Exposure to cutting-edge AI and technology transformation initiatives Ability to drive meaningful organizational change while strengthening governance and regulatory oversight Global scope with teams across Canada, the United States, and Asia Highly collaborative environment with strong executive sponsorship and strategic impact How to Apply If you are interested in learning more, don't hesitate to apply today or check out Akkodis Canada website for more opportunities.
