Proposal Manager Location: Ottawa (Hybrid - 3 days on-site) Akkodis Canada is a leading Canadian provider of IT, digital engineering, and professional staffing and consulting services. Our Proposal and Corporate Knowledge Center (PCKC) plays a critical role in supporting strategic growth by leading high-quality proposal development, pursuit coordination, and corporate content management for complex competitive opportunities across Canadian Federal Government, broader public sector, and commercial markets. About the Role Reporting to the Senior Manager, the Proposal Manager is responsible for leading and coordinating the development of compliant, high-quality proposal submissions in response to formal solicitations. Working closely with Sales, Business Development, and Recruitment, this role manages proposal timelines, coordinates contributors, develops proposal content, and ensures submissions align with client requirements, evaluation criteria, and internal quality standards. The Proposal Manager also supports continuous improvement initiatives, proposal best practices, and corporate knowledge management activities. This is a high-impact role for someone who thrives in a fast-paced, deadline-driven environment and takes pride in producing polished, high-quality work. Key Responsibilities Lead and coordinate the full proposal lifecycle from solicitation review through submission and closeout activities. Review solicitation documents to identify requirements, compliance considerations, risks, and submission strategies. Develop and manage proposal schedules, timelines, deliverables, and responsibilities to support successful proposal delivery. Coordinate cross-functional proposal teams, including Business Development Managers, recruiters, subject matter experts, and operational stakeholders. Facilitate proposal kick-offs, status meetings, and review sessions to monitor progress and maintain alignment with deadlines. Create proposal structures, templates, and submission shells aligned with solicitation instructions and evaluation criteria. Write, edit, and refine proposal content to ensure clarity, consistency, responsiveness, and compliance. Review proposal narratives, resumes, grids, and supporting documentation to verify accuracy, quality, and alignment with client requirements. Conduct final quality assurance reviews and submission validations prior to delivery. Coordinate solicitation amendments and communicate impacts to proposal teams throughout the bid process. Develop, maintain, and organize reusable proposal content, corporate references, case studies, and knowledge repositories. Qualifications & Experience Post-secondary education in Business, Communications, English, Marketing, Public Relations, or a related field, or an equivalent combination of education and experience. 1-3 years of experience managing or supporting proposal responses. 1+ years of experience supporting IM/IT professional services proposal management within Canadian Federal Government or broader public sector environments, including procurement vehicles such as TBIPS, SBIPS, THS, and related standing offers and supply arrangements, is considered a strong asset. Experience writing and editing technical or corporate proposal content. Ability to assess solicitation documents and review proposal submissions to ensure compliance, integrity and quality. Strong understanding of formal procurement processes, solicitation structures, and compliance requirements. Skills & Competencies Excellent written communication, editing, and document management skills. Strong organizational and project coordination abilities with exceptional attention to detail. Strong interpersonal and collaboration skills with the ability to work effectively across teams and stakeholder groups. Ability to analyze complex requirements and translate them into clear, structured deliverables. Commitment to quality, continuous improvement, and client service excellence. Proficiency with Microsoft 365 applications, including Word, Excel, Outlook, SharePoint, and Teams.
