The Manager, Health & Safety provides leadership and oversight of EnPower's Health & Safety function and is accountable for the effectiveness, compliance, and continuous improvement of health and safety programs, systems, and initiatives across all lines of business. The role partners with enterprise Health & Safety and operational leaders to advance a proactive safety culture, strengthen risk management practices, ensure regulatory compliance, and support safe execution of operational and project activities. The Manager provides direction to the Health & Safety team while aligning health and safety strategies, resources, and priorities with organizational objectives. This position requires regular travel to multiple operational locations. Must be able to attend scheduled site visits, meetings, inspections, or operational assignments at the various worksites. Responsibility Area #1 – Operational Health & Safety Leadership * Support the development of health and safety strategies, objectives, performance measures, and improvement initiatives aligned with business objectives, working closely with Corporate Health & Safety and peer businesses. * Accountable for implementing enterprise Health & Safety programs, standards, initiatives, and performance expectations within EnPower operations and projects, ensuring alignment with business objectives and operational risks. Maintain and continuously improve the Health & Safety Management System (HSMS) and supporting programs. * Ensure compliance with applicable health and safety legislation, standards, regulatory requirements, and corporate expectations. * Monitor organizational health and safety performance and provide recommendations to improve outcomes and reduce risk. * Support regulatory relationships, audits, reviews, inspections, and compliance activities. * Provide regular reporting and recommendations to leadership regarding safety performance, program effectiveness, and emerging risks. Responsibility Area #2 – Risk, Assurance, Incident Management & Assurance * Provide oversight of incident management, risk management, hazard identification, investigation, and corrective action processes. * Ensure assurance programs, audits, inspections, observations, and compliance reviews are effectively implemented and maintained. * Monitor safety trends, leading indicators, lagging indicators, and risk information to support informed decision-making. * Support emergency response preparedness and organizational resiliency initiatives * Promote continuous improvement through lessons learned, audits, investigations, and risk management activities. Responsibility Area #3 – Field Leadership Support for Operations & Projects * Ensure operational and project teams receive appropriate health and safety support throughout planning, execution, commissioning, and operational activities. * Oversight of contractor assurance activities, verification of project H&S plans, participation in project risk reviews and stage-gate processes, monitoring contractor performance and corrective actions. Act as the senior health and safety advisor to leaders, employees, and project teams. * Collaborate with business leaders to embed health and safety requirements into daily operations and decision-making processes. * Support business growth, capital project execution, and operational excellence through effective health and safety partnership. * Provide visible field leadership through worksite visits, operational reviews, leadership engagements, and verification of critical safety controls. Responsibility Area #4 – Emergency Management & Business Continuity * Lead implementation and maintenance of EnPower's Emergency Management and Business Continuity (EMBC) program. * Coordinate business continuity planning, testing, exercises, and program reviews. * Support operational emergency preparedness, response, recovery, and resilience activities. * Facilitate business impact assessments and continuity planning activities. * Coordinate emergency response exercises and lessons learned. * Support crisis management and emergency response processes during significant events. * Partner with enterprise EMBC resources to implement standards, programs, and improvement initiatives. Responsibility Area #5 –Leadership, Team & Culture * Lead, develop, and mentor the Health & Safety team while establishing clear expectations, priorities, and performance objectives. * Build organizational capability through coaching, competency development, succession planning, and talent management. * Promote a culture of accountability, collaboration, inclusion, continuous improvement, and visible safety leadership. * Support a culture that incorporates psychological safety and promotes the ability to speak-up and constructively challenge others. * Support employee engagement and reinforce EnPower's commitment to health and safety excellence. * Ensure resources, capabilities, and team priorities are aligned to organizational needs and business objectives. REQUIRED KNOWLEDGE/SKILLS/ABILITIES: * Bachelor's degree in Occupational Health & Safety, Engineering, Environmental Science, Risk Management, or a related discipline. * Minimum 10–15 years of progressive health and safety experience within industrial, utility, energy, construction, infrastructure, or related operational environments. * Experience leading health and safety teams and supporting operational and capital project environments. * Experience implementing and improving health and safety management systems, assurance programs, risk management processes, and regulatory compliance programs. * Experience supporting emergency preparedness, response exercises, and business continuity planning. * Experience conducting root cause analysis and promoting a learning culture environment focused on continuous improvement. * Familiar with psychological safety concepts and methods of developing and promoting psychological safety within an organization. * Experience supporting emergency preparedness, response exercises, and business continuity planning. * Experience integrating safety and operational risk management within field operations and projects. * Comprehensive knowledge of occupational health and safety legislation, regulatory requirements, management systems, and industry best practices. * Ability to develop and implement health and safety strategies, programs, performance measures, and continuous improvement initiatives aligned with business objectives. * Knowledge of health and safety management systems, incident management, hazard and risk management, contractor management, and assurance processes. * Ability to evaluate risk, interpret health and safety performance trends, and develop practical solutions that support operational and project environments. * Strong leadership capability with experience developing teams, coaching leaders, managing performance, and building organizational capability. * Strong communication, stakeholder engagement, and influencing skills with the ability to build trust and credibility across all levels of the organization. * Ability to lead audits, investigations, corrective action programs, and compliance activities while promoting accountability and continuous improvement. * Knowledge of operational and project risk management practices, including contractor safety, project execution, and field-based health and safety support. * Strong analytical, problem-solving, and decision-making skills with the ability to prioritize resources and respond effectively to changing business needs. * Ability to foster a positive safety culture through visible leadership, collaboration, employee engagement, and proactive risk management, and having business-level ownership, I would add a dedicated responsibility area for EMBC.
