Summary of responsibilities: The Senior Advisor, Regulatory Liaison is responsible for analyzing and understanding the regulatory framework governing CATSA’s screening operations and providing strategic advice to management on current regulatory compliance, as well as future regulatory changes and directions. They are responsible to communicate and present CATSA’s positions, business cases and proposals to Transport Canada (TC) and other organizations to influence regulatory outcomes that will support and enhance the delivery of CATSA’s screening operations. The Senior Advisor, Regulatory Liaison, performs all other duties and responsibilities related to the position as required. Key Tasks and Responsibilities: Assesses and analyzes new and evolving Canadian legislation and regulatory requirements relating to aviation security and accessible transportation for persons with disabilities, to determine/confirm CATSA’s regulatory compliance status. Identifies and evaluates regulatory risk areas and provides input into the annual corporate risk assessment, mapping of controls and recommendations for continuous improvement. Supports the Manager, Regulatory Affairs and Operations Policy in supervising the Regulatory Liaison team. Represents the Operations branch interests with other CATSA directorates, interdepartmental organizations and national stakeholders. Fosters and maintains relationships with internal and external industry stakeholders. Liaises and negotiates with Transport Canada, aviation industry and other organizations in support of CATSA's screening operations and strategic objectives. What you need to succeed To qualify for the position, you must have: Successful completion of a college diploma or university degree with a specialization in business administration, law, public relations, public policy, public administration, business administration or in a related area of discipline. A minimum of six (6) years of experience conducting in-depth legislative/regulatory/policy research and analyzing complex issues related to the development of policy and regulations, including reviewing, interpreting, and analyzing complex regulatory language and documents and translate requirements into clear operational guidance. Proven experience providing strategic advice and developing and writing a wide range of materials, including briefing notes, business cases and presentations for senior management review and approval. Experience managing diverse interests and balancing diverse client needs. Experience working in an environment that focuses on high standards of quality and tight deadlines Knowledge of: the basic principles of Smart Regulation. the Canadian aviation security regulatory framework. the basic principles of project management. This position is best suited to individuals with the following skills and abilities: Demonstrated analytical and critical thinking skills; ability to interpret and synthesize and evaluate complex information to support sound decision making. Ability to lead and facilitate internal and external consultations with diverse stakeholders. Experience negotiating solutions and building consensus amongst stakeholders with competing interests and/or priorities. Ability to prepare and deliver presentations, communicate positions and recommendation in committee, and adapt messaging to varied audiences. Strong problem-solving skills, including the ability to identify risks, anticipate challenges and recommend practical and effective courses of action. Exceptional organizational, prioritization and time management skills, with the ability to manage multiple competing priorities and deadlines. Exceptional writing, editing and proofreading skills with a high degree of accuracy and attention to detail in both official languages. Demonstrated ability to interpret and analyze complex regulatory, legislative, policy and procedural documents, and communicate requirements, issues, implications, and intent clearly and concisely. Strong interpersonal skills and relationship management skills, including communication, persuasion, influence, collaboration and stakeholder engagement. Demonstrated initiative, adaptability, creativity, and sound judgment in a dynamic and evolving environment. Valuable skills include: Knowledge of CATSA's mandate and priorities, as well as an awareness of relevant legislation impacting CATSA. Knowledge of the air transportation industry. Knowledge of International Civil Aviation Organization (ICAO) and international aviation security standards and recommended practices. Knowledge of the Canadian Transportation Agency’s (CTA) regulations for accessible transportation for persons with disabilities Relationships with industry partners in the field of aviation security.
