Our Chalk River location is looking for a Manager, Regulatory Affairs Program to lead the development and maintenance of CNL's Regulatory Affairs Program, support licensing and regulatory compliance activities, oversee critical review and governance programs, and help ensure CNL's continued success in a highly regulated environment. What you will be doing! Supporting and executing Interactions with the Canadian Nuclear Safety Commission (CNSC) and other Regulators (CNL topics & defined Safety Control Area [SCA] areas). Attending CNSC Commission Meetings for CNL Regulatory Oversight Report or other CNL-wide items; Attending CNSC Staff Meetings for defined SCA areas. Planning, preparing and executing engagement with other regulators for defined SCA areas. Providing oversight and expert input to ensure CNL governance and licensing activities remain aligned with applicable legislation, regulations, and standards. Leading the review of regulatory changes, monitoring and trending compliance and non-compliance across licences and SCA areas, and supporting effective resolution strategies. Coordinating and supporting the implementation and periodic update of CNL’s strategic licensing plan, including major licensing activities such as the Annual Compliance Monitoring Report. Leading development and maintenance of the Regulatory Affairs Function Support Area Management System. Directing contact with CNL Management System for licensing and regulatory processes and procedures, developed in alignment with CNSC and other regulators' requirements Leading maintenance and continuous improvement of Regulatory Affairs Management System documents, including SRC Criticality panel and overall training aspects Monitoring implementation of Regulatory Affairs processes and procedures. Planning and coordinating independent technical reviews. In consultation with the SRC Secretariat and Proponents, planning independent technical reviews, accepting hazard categories following the review of proposals by Proponents, liaising with the NCS Panel Chair and the NCS Panel Technical Secretary, chairing SRC independent technical review meetings, and ensuring that final review comments that are compiled from SRC technical reviewers are consistent and harmonized before they are sent to the Proponents. Providing oversight to ensure that reviews are performed by subject-matter experts who are independent of the Proponent’s organization. Managing the work of and leading technical specialists within the Branch, elsewhere within CNL, and external to CNL (as required) to ensure that requests for independent technical review of technical documentation submitted by Proponents, or requests by Proponents for independent review of activities at nuclear facilities at CNL sites, are accommodated and dispositioned effectively and efficiently with due regard to timely review while maintaining technical breadth and depth and not compromising safety. Other duties as assigned by your manager. What We Are Looking For Education Honours Bachelor in Engineering or Science from a recognized university of recognized standing or membership in an engineering or scientific professional organization authorized by statute to establish qualification for membership in that organization. A Master of Science or PhD in Engineering, or sciences directly associated with the nuclear sciences, nuclear support programs or nuclear operations is desired. Experience Minimum 15 years’ experience with significant experience in management positions related to licensing, functional support areas, technical leadership roles within the Canadian Regulatory Framework. Demonstrated operational experience within a licensed nuclear facility or demonstrated experience in supporting the activities of licensed nuclear facilities is an asset. Broad range of experience with nuclear facilities within all potential lifecycle phases (construction, commissioning, operations, decommissioning). Knowledge, Skills & Abilities Knowledge of nuclear safety analysis techniques and methodologies and working knowledge of technical nuclear-related programs and operations associated with nuclear reactors, other nuclear facilities and non-nuclear facilities. Significant experience interacting with CNSC and other regulatory bodies. Knowledge of applicable regulatory requirements and documents. Prior experience in one or more CNL licence-listed facilities or similar facilities an asset. Proven record of effective communication, presentation and technical writing skills, in order to present complex technical issues to a wide audience (VPs, DVPs, Site Licence Holders, Directors, technical strategy personnel, regulators, external service providers, etc.). Demonstrated ability to manage delivery of a suite of projects/deliverables with a high level of competence. Ability to work effectively with personnel of varying disciplines in order to manage the team as well as manage relationships with other CNL departments and regulators. Knowledge of the Canadian Nuclear Regulatory Framework, including non-CNSC regulators. Knowledge of international and Canadian Nuclear working groups and committees that directly influence the Canadian Regulatory Framework. Knowledge of best nuclear industry practices, requirements and regulatory expectations. Understands the regulatory problems to be solved and has an ability to identify commonalities and recommend optimal solutions to ensure quality, consistency, and regulatory compliance. Security Clearance Eligibility Required Reliability Status with Site Access Security Clearance (SASC), which has a minimum requirement of 3-5 years of verifiable history in Canada, Australia, New Zealand, the United States and/or the United Kingdom. CNL implements security screening in accordance with the Treasury Board of Canada Secretariat's “Standard on Security Screening” and the “Policy on Government Security.” Working Conditions Working schedule: Five (5) days per week, seven and a half (7.5) hours per day for a thirty-seven and a half (37.5) hour work week. Travel to other CNL licensed sites, as necessary. Occasional participation in CNSC inspection activities which may have exposure to environmental and radiological hazards. Why CNL? Requires a Bachelor's degree in Engineering or Science with at least 15 years of experience in management roles related to licensing and the Canadian Regulatory Framework. A postgraduate degree in nuclear sciences and experience with licensed nuclear facilities are highly desired.
