This is a hybrid role with a mix of in-office and remote work. Work arrangements will be discussed with the hiring managers per departmental guidelines. The Engineering Services group, part of "T&I", consolidates all the expertise that supports the delivery of CBC/Radio-Canada's engineering initiatives. Acting as a strategic center of expertise and a performance facilitator, our role is to simplify and optimize engineering initiatives for the benefit of our Operations, Production, and Maintenance partners. Among these key partners is the Transmission Engineering group, which is responsible for planning and implementing technical solutions to support the CBC/Radio-Canada broadcasting network (including, among others, traditional analog AM & FM radio, digital radio (HD Radio), digital television (ATSC) as well as C-Band and Ku-Band satellite distribution, and point-to-point links (STL)). Spectrum Engineering is a key area of expertise within Engineering Services. Composed of engineers acting as expert advisors in broadcasting and radio frequency (RF) management, the team's primary role is to provide the technical expertise, engineering documents, and essential advice required for the planning, protection, and maintenance of CBC/Radio-Canada's broadcasting and radiocommunication systems. Concretely, the group has several mandates, including to: Ensure the sustainability of our broadcasting infrastructure by managing and protecting the radio frequencies used by CBC/Radio-Canada. Perform engineering analyses to optimize the coverage of broadcasting stations and radiocommunication systems. Establish the official technical parameters of broadcasting stations (technical briefs). Ensure compliance with RF exposure limits at transmission sites located across the country (500+ sites) (Safety Code 6 - Health Canada). Perform specialized engineering studies and complex analyses applying the rigour and scientific approach of a professional engineer to meet the emerging needs of our internal partners and of new technologies. As a new Spectrum Engineer, you will be involved in a wide variety of projects: Complete coverage analyses to optimize the parameters (antenna, transmitter, transmission site, etc.) of radio (AM, FM, HD) and digital televisions stations (CRC-COVLAB). Write technical briefs (radio - television) according to the requirements of ISED's Broadcasting Rules and Procedures (BPR) (python programming). Submit applications to obtain broadcasting certificates and licenses from ISED (Innovation, Science and Economic Development Canada) and CRTC (Canadian Radio-television and Telecommunications Commission). Develop programs or scripts to automate redundant tasks, implement new calculation methods, or speed up the production of engineering reports. Travel to different cities in Canada to perform signal measurements to assess our broadcasting services coverage (extent, intensity, quality). Perform RF exposure analyses (RNI, Safety Code 6 (SC6)) for the general public and workers for CBC/Radio-Canada transmission sites: Simulations of RF exposure levels. Perform RF measurements at transmission sites. Completed SC6 compliance reports. Make recommendations for transmission sites to remain compliant with Canadian safety standards. Perform point-to-point link analyses: Studio-Transmitter Link (Pathloss). Support satellite distribution systems. (C-Band & Ku-Band, LEO, 5G Broadcast, etc.) through analysis, evaluations, or licensing requests. Evaluate different technologies and write comprehensive technical reports (ATSC 3.0, HD radio, LEO, etc.). Simulate and measure WIFI systems coverage (Ekahau) and support telecommunication teams in the implementation, optimization, and modernization of wireless networks. Monitor the evolution of technologies and radio frequency spectrum allocations in Canada and assess potential impacts on CBC/Radio-Canada's technological infrastructure. Participate in various meetings of the broadcasting community, at the national and international level, through associations such as: RABC, STAC, CABC, CAB, NABA and ITU. We are looking for a candidate with the following: Bachelor's degree in electrical engineering or equivalent. Member of Ordre des ingénieurs du Québec (P.Eng.,C.P.I.), member of Professional Engineers Ontario (PEO), or member of another provincial professional engineering association—or eligible for membership. (required). Great interest in broadcasting. Five years of experience in broadcasting or telecommunications (asset). Good knowledge of electromagnetic waves propagation; antennas and transmission systems and wireless telecommunications. Knowledge of technologies relating to AM and FM radio, DTV, point-to-point and satellite links, or any other type of RF transceiver system. Knowledge of production RF systems (microphones, cameras, IFBs, etc.). Knowledge of ISED technical broadcasting rules and procedures, CRTC policies and regulations, and the Canadian Broadcasting Act (asset). Hands-on experience with a spectrum analyzer and other technical equipment. Fluency in English (required) and French (an important asset) (bilingual team). Strong programming skills and a keen interest in Python and C++ (Asset). Good skills and a strong interest in AI tools (Gemini, Copilot, Claude) and their use for script and software development. Teamwork: ability to maintain positive relationships with peers. Strong organizational skills and the ability to work effectively on multiple different mandates. Strong analytical mind. Client communication – ability to simplify technical concepts for non-technical audiences. Be willing to travel within Canada. Possess a valid driver's license.
