General Maintenance IV, Plumber/Gas Fitter

About the Role: Responsible for the installation and repair of commercial and residential water meters. Installation, inspection, repair and maintenance of municipal and privately owned cross connection control devices. Assist in repair of municipal water distribution and waste water collection system. Perform repair, maintenance and construction work on municipal buildings and facilities. What You'll be Doing: Organize and perform work related to the City's Water Meter installation, replacement and repair program. Sample tasks include: Installation of both commercial and residential water meters; Assist supervisor in determining water meter selection and installation specifications; Testing of water meters both in the field and in the shop; Rebuilding of water meters. Perform installation, repair and inspection of cross connection control devices in municipally owned buildings and facilities. Inspect privately owned cross connection control devices. Perform other sectional duties such as water service turn on/ off's at curb boxes, check water pressure in privately owned buildings, meter readings, including those in pits requiring confined space entry, thawing frozen water services, etc. Assist utilities section in the repair of municipally owned water distribution and wastewater collection systems. Willing to be trained to operate other equipment such as: sewer flushing truck, backhoe, mobile crane, catch basin cleaning truck, dump trucks, snow removal equipment, etc. Carry out minor repairs and maintenance of equipment and tools. Assist in directing outside contractors involved in completing City maintenance projects. Ensure equipment is safe to operate, securely stored and practice good housekeeping of vehicle and work area. Provide excellent customer service; respond to needs of all customers and staff as required. Efficiently and accurately complete paperwork (e.g. daily performance logs, materials consumed and preparation of cost and time estimates). Perform other similar and related duties as required. What's Required: Grade 12 Diploma or General Educational Development (GED) Certificate. Construction and Maintenance Plumber/ Gas Fitter Licence G2 required G1 preferred, plus three years of experience, preferably in a municipal government setting. Certification as a Backflow Prevention Specialist or willingness to attend training and ability to achieve certification. Valid - Standard First Aid / CPR C Certification as recognized through the Workplace Safety and Insurance Board (WSIB). Valid, unrestricted Class "G" driver's licence held in good standing. "DZ" licence preferred. Formal training and experience with the Occupational Health and Safety Act in particular as it relates to maintenance and construction activities (e.g. Personal Protective Equipment (PPE), fall arrest, trench safety). A demonstrated commitment to enhancing a safety culture. Knowledge of City of St. Catharines safety policies preferred. Demonstrated knowledge of the Ontario Traffic Manual with emphasis on Book 7 preferred. Ability to safely set up traffic control in work zones during roadway or utility construction and maintenance operations. Ability to meet the physical demands of the job as described in the physical demands analysis (PDA). Willing to be trained on and operate snow removal equipment wh,en required. Availability to work flexible hours (e.g. working shifts for a 7 day, 24 hour operation, overtime, winter control). Effective time management skills and attention to detail with the ability to organize work to meet deadlines, multi-task and work independently in situations with minimal supervision. Ability to direct and organize other workers while working under limited supervision. Exceptional customer service skills with a strong sense of public service and cooperation, and well developed abilities to deal with the public and citizens' groups. Basic computer skills, experience with Microsoft Office Suite an asset.

The role involves the installation, repair, and maintenance of municipal water meters, cross-connection control devices, and water distribution systems. The incumbent will also perform general maintenance on municipal facilities and assist in directing outside contractors for city projects.

Candidates must hold a Grade 12 Diploma or GED and a Construction and Maintenance Plumber/Gas Fitter Licence (G2 required, G1 preferred) with at least three years of experience. A valid Class G driver's licence and First Aid/CPR certification are mandatory, with preference given to those holding a DZ licence and Backflow Prevention Specialist certification.
