Service: Housing Services Employment Type: 1 Full-time Temporary (up to 1 year) Work Hours: 35.00 hours per weekAffiliation: CIPP/CIPP Salary Information: $85,947.68 - $104,577.20  annually (2025 rates of pay)Location: 100 Constellation, Nepean  Job Category: Community and Social Services Application Close: 19/08/2026JOB SUMMARY As a critical component of the socio-economic health of the City, Housing Services is responsible for effectively influencing, advocating and implementing a housing system that meets the needs of the citizens of Ottawa; negotiating with provincial and federal representatives for a systemic and fiscal framework that will achieve Council’s housing vision; and identifying, developing and maintaining strategic alliances, coalitions, networks, business and community partnerships to respond to the City’s housing requirements. You are responsible for: conducting on-going analysis of the organization’s business requirements and recommending and implementing new or improved functionality to business processes and to the information management systems used within the Social Housing Unit or Community and Family Shelters Unit; serving as a functional source of expertise; maintaining the functionality of information management systems; coordinating and collaborating with IT staff in the on-going configuration of information systems including troubleshooting and problem resolution; and providing training, guidance and clarification to housing employees and/or other users as required. EDUCATION AND EXPERIENCE Completion of 4 year university degree in Business Administration, with concentration in business/financial analysis, information systems, computer science or related field Minimum of 5 years of experience in business analysis/financial administration/information systems administration or support or coordination. Experience with housing programs and/or subsidy assistance programs is an asset. KNOWLEDGE Business analysis practices, techniques and report writing In-depth knowledge of business functions and business systems of the specific business area Housing policy guidelines and relevant legislation, e.g. Housing Services Act, Residential Tenancies Act, Municipal Freedom of Information and Protection of Privacy Act (MFIPPA), Project management and quality assurance techniques General ledger system and financial sub-system interfaces, audits, checks Information systems development processes and practices Client/server computer technology Reconciliation practices and financial audit processes Advanced proficiency in spreadsheet, graphics, word processing and data retrieval applications Subsidy distribution, accountability, verification and tracking methods Application and/or network security administration Knowledge of applicable health and safety legislation, including the rights and duties of workers COMPETENCIES, SKILLS AND ABILITIES Work well in a team environment and maintain strong inter-branch contacts Analyze functions, issues and problems within a team to develop realistic and innovative solutions to problems Able to work independently, with minimum support/direction Communicate effectively with users, managers, financial and IT staff and system vendors Provide technical leadership Write reports, documentation and procedures Plan, set priorities and organize work Use information systems tools to support business functions Ability to create additional information system tools to enhance business functions Strong interpersonal skills, teaching/coaching skills Customer service oriented, flexible Excellent oral and written communication skills Work well under tight deadlines Tact and diplomacy Thoroughness and shows initiative WHAT YOU NEED TO KNOW Language Requirement: English oral, reading, writing Experience and formal training combined with demonstrated performance and ability may substitute for stipulated academic requirements.
