Service: Public Policy Development Services Employment Type: 1 Full-time Permanent Work Hours: 35.00 /hours per week Affiliation: MPE/New City MPE Salary Information: $121,708.86 - $153,879.18  annually (2025 rates of pay) Location: City Hall,110 Laurier Avenue West Job Category: Management Application Close: 07/09/2026 JOB SUMMARY You are responsible for leading the development, analysis, implementation, monitoring and evaluation of public policies and corresponding regulatory by-laws which support Council priorities, legislative requirements, corporate objectives, and community outcomes. You provide strategic advice on the intent and appropriate application of public policy, regulations and by-laws to senior leadership, Council, committees, departments, and external partners. You oversee complex, inter-departmental and/or inter-municipal research, planning and policy projects, manage partner engagement, issue analysis, risk and feasibility assessment, the preparation of policy reports, briefing materials, recommendations, and implementation plans. You lead a team of policy professionals and establish a policy development framework that supports evidence-based, proactive, inclusive, fiscally responsible, legally sound municipal decision making. You foster innovation, continuous improvement and organizational excellence in municipal policy development. EDUCATION AND EXPERIENCE Completion of a 4 year university degree in Public Policy, Public Administration, Political Science, Urban Planning, Social Science, Public Affairs, Policy Management or other related field. Master’s degree in Public Policy, Bachelor of Laws (LLB) or Juris Doctor (JD) is considered an asset. Minimum of 7 years of related experience in developing by-laws or public policies, providing strategic advice, building, negotiating and maintaining relationships with partners such as City Council, other levels of government, agencies, or private sector organizations, including a minimum of 5 years in the management of human and financial resources. KNOWLEDGE * Policy development methodologies, research methods, jurisdictional scanning, options analysis, performance measurement, program evaluation, and implementation planning * Municipal government structure, governance, legislative processes, Council and committee decision-making, public administration principles, and the roles and responsibilities of elected officials and municipal staff * Relevant municipal, provincial, and federal legislation, regulations, by-laws, policies, and intergovernmental frameworks affecting municipal service delivery and public policy, administrative law principles, statutory interpretation, municipal regulatory authorities, governance best practices and policy implementation strategies * In-depth understanding of current socio, economic and political issues and government legislation/policies that could impact the City of Ottawa * Public consultation, partner and community engagement, communications planning, conflict resolution, and consensus-building practices * Must be familiar with applicable health and safety legislation, have knowledge of any potential or actual danger to health or safety in the work place, and have knowledge of appropriate actions to be taken in order to ensure the health and safety of staff in accordance with applicable legislation and City policies and procedures COMPETENCIES, SKILLS AND ABILITIES Core Behaviours Core behaviours define the City's expectations of the behaviours employees should demonstrate in performing their work. The manager is responsible for overseeing the development, implementation, and evaluation of public policies and by-laws related to public safety and consumer protection. They also provide strategic regulatory advice to Council and manage departmental financial and human resources.

Candidates must have a four-year university degree in public policy or a related field and at least seven years of relevant experience in policy development. A master's degree is considered desirable, and the role requires bilingual proficiency in English and French.
