Job Description The Manager, Reliability, Maintainability, Testability & Safety (RMT&S) leads a team of approximately six engineering professionals responsible for delivering system safety and RMT&S engineering services across all engineering programs and product lines within the Business Area. Reporting to the Senior Manager, Engineering Support Services, the incumbent serves as the organization's designated Safety Authority and is accountable for building and sustaining a high-performing team, developing discipline capability, and ensuring consistent application of safety, reliability, maintainability and trainability engineering practices across the enterprise. The role combines people leadership, technical leadership, and functional governance. Team members are assigned to support programs through a matrix organization while remaining functionally accountable to the RMT&S Manager. The successful candidate will balance resource planning, employee development, technical oversight, safety governance, proposal support, and hands-on engineering contributions. The Manager will champion a proactive, data-driven safety culture and ensure that safety, reliability and maintainability considerations are embedded throughout all lifecycle phases, from concept development through production, sustainment and disposal. Primary Responsibilities Lead and develop the RMT&S team through performance management, coaching, succession planning, recruitment, and employee development. Own the RMT&S functional capability, including processes, tools, standards, competencies, and continuous improvement initiatives. Serve as the Business Area Safety Authority, ensuring effective implementation of the Safety Management System (SMS) and independent safety oversight. Manage matrixed resource allocation across programs, balancing priorities, workloads, staffing requirements, and capability needs. Provide technical leadership and oversight for safety, reliability, maintainability, and trainability engineering activities while contributing to complex technical work as required. Lead system safety activities including safety planning, hazard analysis, safety cases, software safety, risk assessments, and safety reviews. Oversee reliability, maintainability, and testability analyses to support supportability, maintenance, and training objectives. Drive failure analysis, corrective action, and continuous improvement through the use of operational and field-performance data. Support bids, proposals, and business development activities by providing technical approaches, resource estimates, risk assessments, and customer engagement support. Establish consistent RMT&S practices across all product lines and programs while balancing program-specific requirements and business priorities. Ensure compliance with applicable standards, regulations, and customer requirements, while maintaining discipline competency and SQEP development. Provide performance reporting and executive-level communication on resource utilization, technical risks, safety performance, and organizational objectives. Qualifications Bachelor's Degree in Engineering, Physics, Computer Science or a related STEM discipline. Master's Degree in a related field is considered an asset. 10+ years of progressive experience in system safety, reliability, maintainability and related engineering disciplines supporting military or other complex regulated systems. 5+ years of engineering leadership experience, including leading technical teams and managing resources in a matrixed environment. Demonstrated experience developing and leading high-performing engineering teams, including performance management, succession planning and employee development. Demonstrated expertise in the application of safety standards such as MIL-STD-882, MIL-STD-1629, DEF-STAN 00-056, SAE ARP4761, or equivalent industry standards. Proven experience delivering and reviewing System Safety Program Plans, Safety Cases, Safety Assessment Reports (SARs), Hazard Analyses and FMECA outputs. Strong understanding of IEC 61508 and related functional-safety frameworks. Experience assessing technical competency and developing suitably qualified and experienced personnel (SQEP) within regulated engineering environments. Experience leading software safety activities for embedded and safety-critical systems. Strong knowledge of reliability prediction, maintainability analysis, testability analysis, FRACAS processes and the application of operational data to improve system performance. Demonstrated ability to influence technical decisions and drive risk-based trade-offs across matrixed organizations without direct authority. It is a requirement that General Dynamics Mission Systems-Canada be registered with the Canadian Controlled Goods program and that all of its workforce be security assessed. Successful applicants must meet all applicable security requirements, including but not limited to the ability to obtain and maintain a Canadian government security clearance. Applicants may be required to meet additional security requirements in order to gain access to technical data, classified areas or information that is subject to international regulations. You must be eligible to work in Canada. Additional Information The hiring salary range for this position is $122,000 to $152,500 CAD per annum. This role is eligible for a management incentive plan.
