Manager - Provincial Cancer Treatment Center

The Manager, Provincial Cancer Treatment Centre (CTC), is accountable for the organization, planning and day-to-day operational leadership of cancer treatment services delivered at both the Queen Elizabeth Hospital (QEH) CTC and the Prince County Hospital (PCH) CTC. The Manager maintains consistently high standards of care through effective stewardship of human, fiscal and material resources, supports the development and growth of an interdisciplinary team, and ensures the provision of comprehensive, standardized, safe, and patient-centered cancer treatment services across both sites. Operating within the provincial cancer care program, this position reports to the Director, Provincial Cancer Care Program, and works in close collaboration with the Oncology Department Head, site administrators, physicians, and front-line staff to achieve integrated provincial cancer care service delivery and alignment with the PEI Cancer Action Plan. Duties will include: Provide day-to-day operational leadership across both QEH CTC and PCH CTC, ensuring effective and efficient service delivery in alignment with the PEI Cancer Action Plan. Coordinate all functions of the QEH CTC and PCH CTC, including radiation therapy, chemotherapy, nursing, and support services. Develop and maintain provincial cancer treatment policies, procedures, and clinical protocols consistent with provincial, national, and accreditation standards. Maintain appropriate staffing models for service delivery at both QEH CTC and PCH CTC, including nurses, radiation therapists, clerks, etc. Develop and maintain staffing models that optimize scope of practice at both QEH CTC and PCH CTC. Foster and model a culture of teamwork, open communication, psychological safety, and service integration within and between the QEH CTC and PCH CTC. Manage the annual operating budget for QEH CTC and PCH CTC, including salaries, drugs, medical supplies, equipment, and operational costs. Coordinate and lead quality improvement and risk management activities across QEH CTC and PCH CTC, ensuring alignment with provincial and national cancer care standards, Accreditation Canada, and in collaboration with Quality and Patient Safety division of Health PEI. Ensure prompt and complete preparation, investigation, and follow up of incidents and near miss reports for both staff and patients; document all safety concerns in the Provincial Safety Management System (PSMS). Ensure cancer treatment safety programs (for example, radiation safety, chemotherapy safety, drug handling) comply with all relevant provincial and federal legislation and regulatory requirements. Lead the development of provincial treatment protocols, clinical guidelines, and policy frameworks applicable to both QEH CTC and PCH CTC in collaboration with the Oncology Department Head and the Director, Provincial Cancer Care Program. Build and maintain sound partnerships with oncologists, medical physicists, pharmacists, nursing, radiation therapists, and allied health professionals at both QEH and PCH. Act as a resource to community groups, patient advocates and the public regarding cancer treatment services and access. Participate in provincial, regional and national activities related to cancer treatment care as required. Foster effective collaboration between the QEH CTC and PCH CTC by ensuring shared protocols and cross-site communication mechanisms. Other duties as required. Minimum Qualifications: University degree in a health-related discipline (e.g. nursing, radiation therapy, pharmacy, allied health). Demonstrated equivalencies will be considered Extensive experience working in an acute care hospital or cancer care setting. Considerable management/leadership experience, including direct responsibility for human resources, financial resources, and clinical program oversight. Demonstrated knowledge and experience in cancer care treatment modalities, including medical oncology and/or radiation oncology. Strong management and organizational skills applicable to a complex, dynamic, and multi-site healthcare environment. Excellent interpersonal, communication, collaboration, problem-solving, analytical, decision-making, conflict resolution, and team building skills. Demonstrated commitment to continuous improvement and patient safety. Proven ability to work collaboratively with multi-disciplinary teams including physicians, radiation therapists, nurses, pharmacists, physicists, and allied health professionals. Must possess a valid driver’s licence and be willing to travel in and out of the province is required. The successful applicant must provide a satisfactory Criminal Record Check prior to beginning employment. A good previous work and attendance record. Other Qualifications: Ability to lead teams independently and with minimal supervision within a defined scope of responsibility at multiple sites. Highly motivated individual able to solve problems under stressful conditions. Demonstrated organizational skills with emphasis on leadership, decision-making, problem-solving, conflict resolution, communication and team building. Ability to foster a shared vision, accept accountability and integrate evidence into decision-making. Additional relevant education and experience will be considered an asset.
