Senior Regulatory Consultant - Measurement Intricate Group Inc. | Calgary, AB (Hybrid) | Full-time Intricate is a Calgary-based regulatory solutions firm for upstream and midstream oil and gas producers across Alberta, Saskatchewan, and BC. We run an integrated model: field measurement and emissions services, regulatory and technical consulting, and our own compliance software. Most firms hand operators one piece of the puzzle. We connect the field data to the analysis to the software, which closes the gaps where compliance problems hide. Our consultants work at the center of that model. This is our most senior measurement consulting role. We're looking for someone who has spent years in upstream measurement and can operate as the technical authority on it: the person clients call when the problem is complicated, the person the regulator's questions land with, and the person our own consultants learn from. You'll own the largest and most complex measurement engagements, carry senior client relationships, and shape how our measurement practice runs. WHAT THE ROLE IS ABOUT - Engagement leadership: owning our largest measurement engagements end to end, from scoping and pricing through delivery, staffing, and the economics of the work - Senior client relationships: acting as the trusted measurement advisor to client leadership, growing accounts over time, and being the escalation point when things get contentious - Technical authority: setting the standard for what defensible measurement work looks like at Intricate, reviewing the team's analyses, and making the judgment calls on the hard files - Multi-jurisdiction advisory: helping clients who operate across Alberta, Saskatchewan, and BC keep their measurement programs consistent and compliant across all three frameworks - Regulator interaction: representing clients in audits, information requests, and non-compliance responses, and knowing how to position a file so it lands well - Practice building: developing our consultants' measurement capability, improving delivery methods, and contributing meaningfully to proposals and business development THE MEASUREMENT WORK The core of the role: - Measurement compliance under AER Directive 017: leading facility measurement reviews, single-well and group measurement assessments, proration and allocation analysis, and gas-oil ratio work on complex assets - EPAP and production accounting controls: leading EPAP engagements, controls assessments, and declaration support, and connecting measurement findings to the production accounting picture - Instrumentation and metering: meter selection and sizing, proving and calibration strategy, meter deviation applications, and diagnosing measurement error where the answer isn't obvious - SCADA and measurement data systems: validating data from SCADA and historians, reconciling field data against reported volumes, and identifying where the data pipeline itself is the compliance problem - Petrinex volumetric analysis, amendments, and reconciliation against field, SCADA, and production accounting records, including large multi-facility cleanups - Sampling and analysis programs, facility schematics, and the full supporting structure of a defensible measurement program - Saskatchewan and BC measurement compliance: requirements under each province's framework, and advising clients on how obligations differ across the jurisdictions they operate in - Field work: measurement audits, site verification, and instrumentation walkdowns where the file demands it BEYOND MEASUREMENT Because of how we're built, your work connects directly to our field services and software teams. You'll have emissions, field verification, and drafting capability behind your engagements, and you'll help shape the measurement and automation modules of our own compliance platform. Depth in Directive 060 or emissions programs is an asset but not required. WHAT YOU BRING - Extensive experience in upstream oil and gas measurement, on the consulting, producer, or regulator side - Deep working knowledge of AER Directive 017, with real delivery experience across facility measurement reviews, proration and allocation, and metering - EPAP or production accounting controls experience - Working familiarity with measurement requirements in more than one of Alberta, Saskatchewan, and BC - A track record of running client work independently: scoping, delivery, budget, and relationship - Experience dealing directly with regulators on audits, information requests, or non-compliance matters - The judgment to know when a number will survive scrutiny, and the communication skills to defend it in the room - Experience mentoring consultants and reviewing technical work NICE TO HAVE - Direct SCADA, historian, or measurement data system experience - Deviation applications or measurement scheme approvals taken through the AER - Familiarity with Directive 060, TIER, or MSAPR - A relevant technical designation (P.Eng., C.E.T., or similar) - Business development experience in a consulting environment LOCATION Hybrid role based in Calgary with some time in the field.
