Job Overview

The Program Manager IV – Portfolio Execution & Integration is responsible for ensuring the successful and coordinated execution of a large, complex portfolio of projects. This role focuses on integrating project-level activities into a cohesive, portfolio-wide execution plan by identifying, managing, and resolving interdependencies across projects, contractors, procurement, and operational constraints.

This is a highly proactive and collaborative role that goes beyond traditional scheduling. It requires strong leadership, sound judgment, and the ability to influence cross-functional teams without direct authority. The role enables the client to move beyond performance reporting toward actively managing and controlling execution outcomes. The position works closely with project, operations, engineering, supply chain, construction, and contractor teams to ensure alignment and successful delivery.

Key Responsibilities

  • Own and maintain an integrated execution view across a large portfolio of active projects, identifying interdependencies related to contractors, outages, materials, and sequencing
  • Develop and manage a program-level execution framework that aligns with project schedules and portfolio reporting
  • Translate project-level milestones into a consolidated, constraint-driven execution plan
  • Identify, assess, and communicate the impacts of delays, schedule slippage, and sequencing conflicts across the portfolio
  • Lead cross-functional discussions to resolve conflicts related to contractor capacity, outage timing, and competing priorities
  • Proactively challenge assumptions and escalate risks where execution plans are misaligned or not achievable
  • Provide clear and concise updates on program status, risks, opportunities, impacts, and required decisions to stakeholders
  • Collaborate with project managers, schedulers, and functional teams to ensure alignment between execution plans and operational realities
  • Monitor portfolio performance and recommend adjustments to improve execution efficiency and outcomes
  • Support continuous improvement of portfolio execution practices, tools, and processes

Qualifications

  • 10+ years of experience in project execution, project controls, scheduling, or program management within energy, infrastructure, or industrial environments
  • Strong understanding of the full project lifecycle, including engineering, procurement, construction, and commissioning
  • Experience managing or supporting large portfolios with multiple stakeholders and contractors
  • Proven ability to identify, assess, and manage cross-project dependencies and execution risks
  • Proficiency with project scheduling and reporting tools such as Primavera P6, Power BI, and project controls systems (e.g., EcoSys, Oracle) is an asset
  • Strong leadership, communication, and stakeholder management skills, with the ability to influence without direct authority
  • Excellent analytical and problem-solving capabilities
  • Bachelor’s degree in Engineering, Construction Management, Business, or a related discipline, or equivalent experience
