We are currently seeking candidates for a newly created Manager, Employee & Labour Relations vacancy. This position requires full-time, on-site work at our Ottawa office.
What you will be doing…
Reporting to the Senior Manager, Employee & Labour Relations, you will lead and manage complex, high-risk employee and labour relations matters across the organization. Acting as a trusted advisor to senior leaders, you will provide expert guidance on litigation-sensitive workplace issues, interpret and administer collective agreements, and lead grievance strategy, investigations, and arbitration preparation.
You will ensure compliance with employment legislation and jurisprudence, prepare and coordinate responses to external agencies, and support collective bargaining activities. You will play a key role in managing medical accommodation and return-to-work cases, while contributing to policy development, risk mitigation, and the continuous improvement of employee and labour relations practices across the organization.
Some of your responsibilities include…
- Provide senior-level advice to Chiefs, Directors, and Managers on complex, high-risk, and litigation-sensitive employee and labour relations matters
- Interpret and administer collective agreements, ensuring consistent, equitable, and legally defensible application
- Lead grievance management and arbitration preparation, including risk assessment, settlement analysis, and representation before judicial and quasi-judicial bodies
- Lead and conduct complex workplace investigations and formal complaints, including harassment, misconduct, and terminations
- Assess termination exposure, severance liability, and organizational risk, providing practical and cost-effective recommendations
- Prepare and coordinate corporate submissions and responses to external agencies (e.g., Human Rights Tribunal, Ministry of Labour, Service Canada)
- Support collective bargaining strategy and negotiations while fostering constructive labour-management relationships
- Collaborate with legal counsel, conduct legal research, and contribute to policy development, legislative compliance, and process improvements
- Deliver training and guidance to operational leaders to strengthen consistency, compliance, and decision-making across the organization

You’re a good fit if…
- You bring senior-level experience managing complex, high-risk employee and labour relations matters
- You have direct experience leading grievance strategy and arbitration preparation
- You are confident advising Chiefs, Directors, and senior operational leaders on litigation-sensitive decisions
- You balance operational realities with legal compliance and organizational risk
- You demonstrate strong judgment, discretion, and credibility in highly sensitive situations
- You are comfortable representing the organization in formal proceedings or working closely with legal counsel
- You think strategically, identify trends, and proactively strengthen policies and practices
Your must-haves:
- Bilingualism (French/English) is required
- Post-secondary education in Human Resources or a related field is preferred; a combination of education and relevant experience will also be considered
- CHRP designation is preferred
- Minimum 5 years of progressive HR experience, with a focus on employee and labour relations
- Comprehensive understanding of employment and labour legislation (e.g., Employment Standards Act, Human Rights Code, WSIB)
- Experience in policy interpretation, case management, and providing HR advice
- Secret level Security Clearance (or eligibility to obtain)
