The Specialist, Classification and Organizational Design, provides expert advice to managers, senior leaders, and the Human Resources (HR) department on job evaluation, role design, and organizational structure. The incumbent supports the development of organizational design solutions that align with operational needs and strategic priorities. Through informed recommendations and guidance, the Specialist contributes to sound workforce design and organizational effectiveness.
KEY AND PERIODIC ACTIVITIES
The duties and responsibilities listed below are representative but not all-inclusive:
Primary
o Advise managers, directors, and senior leaders on job evaluation, role design, and organizational structure
o Collaborate with managers, senior leaders, and HR team members to assess organizational needs and recommend organizational structures that support strategic and operational objectives
o Assess job information, organizational structures, and ensure internal role alignment
o Prepare and review job description questionnaires and job profiles, and conduct job evaluations in accordance with organizational job evaluation standards
o Ensure job profiles, titles, and classifications are consistent and aligned with DCC’s organizational structure and workforce design principles
o Ensure all job evaluation and classification activities comply with pay equity legislation and related regulatory requirements
o Develop, maintain, and improve organizational design and job evaluation tools, processes, procedures, and practices, including tracking and reporting mechanisms
o Engage with service lines and business units to understand operational needs and maintain an effective level of business literacy
o Provide training, guidance, and advice to managers and HR team members on job evaluation processes and organizational design principles
o Develop and maintain effective relationships within DCC, and with industry, the Client-Partners and/or stakeholders
o Ensure quality standards are met, in line with corporate expectations

Formal Education and/or Certification(s) and Experience
o Minimum: undergraduate degree in administration, commerce, human resources, labour relations or related field with five years’ relevant experience, or the equivalent
o Preferred: Certified Human Resources Professional designation or accreditation in classification

o Provide functional advice and guidance to managers, senior leaders, and HR team members

To begin a career with Defence Construction Canada (DCC), you must be a Canadian Citizen or a permanent resident of Canada. As a condition of employment with DCC, a minimum reliability security status clearance is required and some roles may require secret security status clearance.
DCC is responsible for the Personnel Security Clearance process. Typically to be eligible for a "Reliability" clearance, you must have five years of verifiable background information and to be eligible for a "Secret" clearance, you must have 10 years of verifiable background information. The process usually involves reference inquiries, verification of qualifications, criminal records checks, and credit checks (as required) and may require fingerprints. The appropriate security clearance is a condition of employment and it is the candidate’s or employee’s responsibility to ensure, they are able to obtain and maintain their required security level clearance to begin or continue their employment with DCC. Failure to obtain or maintain, the appropriate level of security clearance means either the candidate or employee will not receive a job offer, the conditional offer will be rendered null and void or their employment will be terminated with cause.
