THE POSITION

The Program Manager is responsible for planning, coordinating, and delivering the integrated transition program for Scotia Place. This role ensures all transition activities across functional workstreams are aligned, sequenced, and executed effectively to support a successful venue opening and operational readiness.

The Program Manager manages the overall transition plan, governance processes, financial tracking, risk management, and executive reporting, while supporting workstream leads to deliver against program milestones and dependencies.

KEY ACCOUNTABILITIES

Program Planning & Integration

    • Own and maintain the integrated Scotia Place transition plan, including timelines, milestones, dependencies, and critical path.
    • Ensure alignment across all functional workstreams involved in the transition program.
    • Coordinate planning inputs from functional leads and integrate them into a single master schedule.
    • Monitor progress against program milestones and identify schedule impacts or delivery risks.

Workstream Coordination & Delivery Support

    • Partner with functional workstream leads to support planning, issue resolution, and delivery coordination.
    • Facilitate cross-functional collaboration to manage interdependencies between workstreams.
    • Track key deliverables and ensure accountability for program commitments.

Program Budget & Resource Management

    • Track and manage program budget, spend, and forecasts.
    • Monitor program resourcing including full-time employees (FTE) and contractor capacity.
    • Provide visibility into budget performance and resource utilization.

Governance & Approvals

    • Coordinate required governance processes, legal reviews, and organizational approvals.
    • Ensure program activities align with governance requirements and decision frameworks.
    • Prepare materials required for formal approvals and decision gates.

Executive & Steering Committee Reporting

    • Prepare regular Steering Committee and Executive-level reporting.
    • Develop clear program updates summarizing:
      • Progress against plan
      • Financial status
      • Key risks and issues
      • Decisions required
    • Communicate program status and recommendations to senior leadership.

Risk, Issue & Decision Management

    • Maintain the program risk and issue register.
    • Track key decisions, escalations, and mitigation strategies.
    • Monitor overall program health, delivery status, and readiness indicators.
    • Escalate critical issues to the Project Director and leadership when required.

THE INDIVIDUAL

The ideal individual will have the following background:

Education

  • Bachelor’s degree in business, Project Management, Engineering, or related discipline.

Experience

  • 5+ years of experience in program management, project management, or large-scale operational transitions.
  • Experience managing complex, cross-functional programs with multiple stakeholders.
  • Experience supporting executive governance and reporting processes.

Skills

  • Strong program planning and scheduling skills.
  • Financial tracking and resource management capabilities.
  • Excellent stakeholder management and communication skills.
  • Ability to manage risk, dependencies, and competing priorities.
  • Proficiency with project management and reporting tools (e.g., Click Up, PowerPoint, Excel).
