The Alberta Electric System Operator (AESO) is embarking on a major restructuring of the Alberta energy market. The Restructured Energy Market (REM) program is a significant, organization wide, multi-year initiative being delivered on an aggressive timeline.

Reporting to the Director, Strategy and Corporate Services, the Manager, Programs Delivery and Business Analysis is responsible for coordinating and delivering the Enspire Program and leading the Business Analysis function.
About the Role
In this role, you will be accountable for:
- Coordinating and delivering all aspects of the Enspire Program, including program planning, organization, and implementation support.
- Leading the Business Analysis (BA) team, including resource management and the establishment and evolution of best practices.
Enspire is an internal AESO program umbrella that coordinates the delivery of multiple interrelated market and enterprise systems supporting REM implementation. Enspire integrates several foundational capabilities, including energy settlement, credit and participant management, commercial models, outage and offer submission, pricing validation, and data and reporting, into a cohesive delivery framework.
Key Accountabilities
Enspire – Product Owner Oversight
- Plan and oversee delivery of the overall program and its activities in alignment with organizational goals and objectives.
- Manage project interdependencies, risks, and impacts across the program portfolio.
- Build and sustain effective stakeholder relationships to support successful delivery outcomes.
- Ensure strong product and program governance through effective communication, risk management, and appropriate approvals, escalations, and decision-making.
- Enable, inspire, and influence team members to achieve high-performance delivery.
- Support adoption and effective use of enabling technologies.
- Monitor industry and technology trends that may influence product strategy and deployment decisions.
- Provide oversight and guidance to assigned products in accordance with established incident and change management processes.
- Manage vendor relationships for products within the program portfolio.
- Develop and present clear, concise oral and written reports to appropriate levels of management.
- Liaise with other IT managers to ensure effective, coordinated, and efficient product support and delivery.
Business Analysis
- Establish and evolve best practices for business analysis, including standards, tools, templates, and techniques, to improve solution quality, consistency, and productivity.
- Work with a BA Team Lead to mentor and motivate the Business Analysis team to achieve high-quality delivery outcomes.
- Assess and maintain an inventory of BA skills and capabilities to optimize alignment with the organization’s project portfolio needs.
- Fulfill resource requests for business analysts in accordance with established priorities and capacity.
- Help monitor team capability, plan resourcing needs, and proactively address skills gaps.
- Ensure appropriate documentation, knowledge transfer, and resource cycling practices are in place to mitigate domain knowledge risk.
- Recruit, acquire, and develop highly effective internal and contingent resources.
Overall Leadership Responsibilities
- Demonstrate strong program leadership and people management capabilities.
- Apply effective resource management practices by aligning skills to roles, optimizing performance, and motivating teams toward shared goals.
- Coach, mentor, and develop staff to support individual growth and organizational success.

What You’ll Bring to Us
- Bachelor’s Degree of Computer Sciences, Business, or related field), or
- An acceptable combination of education and experience may be considered.
- Project Management Professional (PMP) designation.
- Minimum 10 years of experience in project, product, and/or program management.
- Prior experience establishing and leading a large-scale IT program, delivering new business capabilities and enabling technologies.
- Proven track record leading a portfolio of complex initiatives in a demanding, multi-stakeholder, and politically sensitive environment.
- Experience supporting products across varied delivery and support models, including managing services delivered by external organizations and subcontractors.
- Demonstrated strong leadership and communication skills, with the ability to influence and engage diverse stakeholder groups.
- Proven people management experience, including team leadership, performance management, and staff development.
- Strong skills in risk management, estimation, problem-solving, and issue resolution.
- Effective negotiation and facilitation skills.
- Experience using Azure DevOps for requirements management and testing is highly desirable, including the use of metrics and KPIs.
