Reporting to the Ministry of the Attorney General, the AGCO is responsible for regulating Ontario’s vibrant alcohol, gaming, horse racing, and private retail cannabis sectors in accordance with the principles of honesty and integrity, and in the public interest.
The AGCO’s Strategic Planning, Prioritization, and Corporate Performance branch is seeking a Senior Advisor, Corporate Performance and Prioritization (Senior Advisor), to play a key role in strengthening how the organization defines success, evaluates performance and regulatory effectiveness, and uses evidence to inform strategic and operational decision-making.
Working at a strategic level, the Senior Advisor conducts complex quantitative, economic, and regulatory analysis; defines organizational outcomes; develops corporate performance indicators; and provides actionable insights to senior leadership, internal partners, and external stakeholders. The role champions continuous improvement, strengthens performance culture, and enhances the AGCO’s ability to measure both internal effectiveness and external regulatory impact.
This position is ideal for a strategic thinker with deep expertise in performance measurement, analytics, and public-sector evaluation who thrives in complex, fast-paced environments and can translate technical insights into clear, compelling narratives for diverse audiences.
What You Will Do:
Corporate Performance Strategy & Frameworks
- Lead the design, implementation, and continuous improvement of the AGCO’s corporate performance measurement strategy and enterprise-wide framework by overseeing engagement, communication, and change management to support adoption of the framework.
- Establish consistent processes, standards, tools, and documentation for performance measurements across the organization.
- Act as an organizational subject matter expert in performance measurement, building internal capability and maturity.
Performance Measurement, Analytics & Reporting
- Lead the identification and development of strategic, corporate, program, and project-level performance measures.
- Translate strategic priorities and initiatives into performance scorecards, dashboards, and executive-level reporting, and present findings and insights to the leadership and stakeholders.
- Conduct advanced data analysis, trend analysis, and performance monitoring to identify risks, opportunities, and insights.
Continuous Improvement & Performance Excellence
- Lead the identification of continuous improvement opportunities informed by performance data and strategic objectives.
- Develop corporate performance improvement plans, including objectives, impacts, execution strategies, and evaluation approaches.
- Design tools, processes, and resources to strengthen organizational capability in data-driven decision-making.
Quantitative, Economic & Regulatory Analysis
- Lead complex quantitative, economic, and regulatory research to evaluate policies, programs, and regulatory effectiveness.
- Develop and communicate quantitative models assessing regulatory outcomes and impacts on regulated sectors.
- Conduct internal program evaluations and outcome assessments, and brief senior leadership on findings, lessons learned, and recommendations to inform policy, program, or legislative change.
Stakeholder Engagement & Advisory Support
- Build and maintain strong working relationships across the AGCO and with external partners, ministries, industry stakeholders, and other jurisdictions.
- Lead consultations and represent the branch on committees, task forces, and working groups.
You Have:
- University degree in one of the following fields: Statistics, Economics, Business Analysis, Business Administration, Public Policy, or relevant experience that develops critical and strategic thinking.
- Advanced knowledge and demonstrated experience (5+ years) in performance measurement, analysis, reporting, and evaluation to support evidence-based decision-making.
- Demonstrated experience in developing and implementing performance measurement strategies and frameworks.
- Ability to assess the effectiveness of policies, intervention strategies, and other regulatory activities through a quantitative lens.
- Knowledge of continuous improvement methodologies and approaches (e.g., Lean/Six Sigma, Agile, Human-Centered Design, etc.) in addition to a high degree of knowledge and application of business intelligence solutions (i.e., MS Power BI), SQL, R, and/or Python.
- Strong experience in public-sector program evaluation.
- Excellent communication (both written and verbal), collaboration, and interpersonal skills to prepare and present complex, authoritative analyses.
- Excellent ability to conceptualize, evaluate, and problem-solve. Strategic thinker with sound judgment and sensitivity to issues, and the ability to work with a diverse client group and staff at all levels of the agency.
- Ability to coach staff on techniques and approaches to enhance their understanding of performance, defining and measuring outcomes, and quantitative models.
- Excellent organizational skills with the ability to prioritize work to meet time-sensitive deadlines.
- The successful candidate must be eligible to work in Canada and will be subject to a criminal background check.
