Hollyburn Family Services is seeking a Program Manager – Outreach to lead and oversee a diverse portfolio of community-based programs including Family Support and Preservation, Foster Support, Youth Transition, Home Share, and Community Inclusion. In this role, you will provide leadership, strategic direction, and operational oversight to ensure the delivery of impactful, client-centered services.

Position Summary

Reporting to the Director of Operations – Outreach, the Program Manager is responsible for the overall leadership, management, and strategic direction of multiple outreach programs.

This role includes program development, staff supervision, stakeholder engagement, financial oversight, and quality assurance, ensuring programs operate effectively and align with organizational goals and regulatory standards.

The Program Manager plays a key role in fostering a collaborative, high-performing team environment while ensuring services are responsive to the needs of the communities we serve.

Hours

40 hours per week, Monday to Friday

Location: North Vancouver Head Office (In-person with occasional travel required)

Qualifications

  • Bachelor’s degree in Social Work or related field (Master’s degree preferred), or equivalent experience
  • Minimum 5 years of experience in program management within the social services sector
  • Demonstrated experience managing programs such as family support, foster support, home share, community inclusion, or youth transition services
  • Strong knowledge of employment standards, health and safety, and supervision principles
  • Experience working with provincial government funders and delegated agencies
  • BC Class 5 Driver’s License and access to a vehicle
  • Current First Aid & CPR certification
  • Ability to successfully complete a Criminal Record Check

Skills & Experience

  • Strong leadership skills with experience managing and developing teams
  • Experience in clinical supervision, coaching, and staff development
  • Proven ability to manage budgets, financial reporting, and program sustainability
  • Excellent communication, interpersonal, and negotiation skills
  • Experience collaborating with community stakeholders and multidisciplinary professionals
  • Strong organizational and problem-solving skills with the ability to adapt in a dynamic environment
  • Knowledge of best practices and regulatory standards within the social services sector (including CARF standards)
  • Strong computer literacy and ability to learn new systems quickly

What You Will Be Doing

Program Leadership & Management

  • Lead the strategic direction and daily operations of outreach programs
  • Monitor and evaluate program effectiveness and implement continuous improvements

Team Leadership & Supervision

  • Recruit, supervise, and support program staff
  • Foster a positive, collaborative team culture
  • Support staff through training, coaching, and professional development
  • Develop succession plans and long-term staffing strategies

Stakeholder Engagement & Advocacy

  • Build strong relationships with community partners, funders, and stakeholders
  • Represent the organization at meetings, conferences, and community events
  • Advocate for the needs of clients and program participants

Financial & Operational Oversight

  • Develop and manage program budgets
  • Monitor expenditures and ensure alignment with funding requirements
  • Ensure contract deliverables and service targets are met

Quality Assurance & Program Excellence

  • Implement quality assurance processes aligned with organizational policies and CARF standards
  • Conduct program evaluations and address service gaps
  • Respond to and resolve issues or concerns in a timely manner

Data & Reporting

  • Ensure accurate data collection and reporting
  • Prepare program reports and evaluations for senior leadership
  • Use data to drive continuous improvement and informed decision-making
