Department Information

The Northwest Territories Health and Social Services Authority (NTHSSA) offers challenging and exciting careers in health and social services delivery and administration in Canada’s North. Job Information

The Manager, OMAC is responsible for providing strategic and expert advice, conducting research and analysis and recommendations related to recruitment and retention of physicians. The position also provides input into budget development activities, managing the OMAC funding envelope, and variance reporting and Financial Management Board (FMB) submissions, as required. The incumbent delivers an integrated and strategic approach, in-depth planning, research, and analysis of current and future physician human resource needs using workforce planning tools. These tools include ongoing data gathering, jurisdictional scans, identifying trends and gaps and developing initiatives and recommendations. In this environment, negotiations with physicians and other healthcare professionals are very difficult but critical to the outgoing sustainability of an acceptable healthcare system across the NT.

Knowledge, Skills and Abilities

  • Knowledge of Medical and Professional Staff bylaws and associated rules, Standard Physician Contracts/Locum Tenens Contracts with the ability to apply contractual obligations and requirements.
  • Leadership and skills relating to risk, issues, and crisis management.
  • Ability to lead and provide multi-disciplinary team members with clarity on project goals and pathways.

Typically, the above qualifications would be attained by:

  • A Bachelor's degree in human resources management, health care administration, business administration or a recognized health care management program with at least five (5) years of relevant experience. including one (1) year of management experience in a health care setting, professional associations, or public sector environment.

Equivalencies

  • A Diploma in human resources management, health care administration, business administration or a recognized health care management program with at least seven (7) years of senior level relevant experience. including one (1) year of management experience in a health care setting, professional associations, or public sector environment. OR
  • Completion of a Master's degree in human resources management, health care administration, business administration or a recognized health care management program with at least three (3) years of senior level relevant experience. including one (1) year of management experience in a health care setting, professional associations, or public sector environment.

Relevant Experience may include:

  • Experience delivering integrated and strategic approaches, in-depth planning, research, and analysis of current and future physician human resource needs using a broad range of workforce planning tools.
  • Experience with developing and implementing comprehensive frameworks and mechanisms for program evaluation, forecasting and reporting in health care settings, professional associations, or public sector environments.
  • Experience developing, implementing and evaluating projects, programs, and initiatives that support recruitment and retention.
  • Experience providing strategic advice, developing business cases, implementing recommendations related to policy development, strategic planning and execution.
  • Experience developing budgets and monitoring expenditures to meet operational requirements.
  • Experience in interpreting and applying various legal/policy documents such as Medical and Professional Staff bylaws and associated rules, Standard Physician Contracts/Locum Tenens Contracts
  • Experience in handling collective agreement, labour law, labour relations, employment, Human Rights precedents and case law, and their integration and effect on other human resource functions.
