WORK MODEL: The successful contractor will be working 100% onsite at John E. Brownlee Building, 10365 – 97 Street NW, Edmonton, Alberta. There is no remote or hybrid option due to Court operational and security requirements. Applicants must be authorized to work in Canada to apply (Canadian Citizen or Permanent Resident). Standard Hours of work are 08:15 – 16:30 Alberta time, Monday through Friday excluding observed holidays.

Court Technology Services Cybersecurity Program
Scope:
Court Technology Services (CTS) is advancing a multi-initiative cybersecurity program to strengthen the security posture of Alberta Courts’ technology services. The program focuses on risk-based security architecture, vulnerability management, threat and risk assessment practices, incident response readiness, and governance/policy improvements appropriate to a judicial environment.
DESCRIPTION OF SERVICES
The Senior Cybersecurity Project Manager will lead and deliver multiple concurrent cybersecurity initiatives end-to-end, from planning and design through implementation and transition to operations. Key duties include:
- Lead implementation and advancement of the CTS Cybersecurity Program in a judicial environment, providing risk-based cybersecurity architecture leadership for new and existing services.
- Deliver priority initiatives including: Information Management and Security Services (IMSS) contract onboarding, tuning, and leadership support; enterprise vulnerability management technical implementation; Threat and Risk Assessment (TRA) framework contract onboarding and support leadership; application security risk assessments; firewall and security control optimization; and security architecture reviews for new systems and major changes.
- Create, implement, and operationalize cybersecurity incident response playbooks; support incident readiness activities (e.g., exercises/drills) and incorporate lessons learned.
- Advance draft cybersecurity policies, standards, and procedures through approval and adoption within the Courts.
- Prepare executive/judicial-ready briefing notes, decision requests, and status reporting—translating technical security topics into business risk and actionable recommendations.
- Collaborate with stakeholders including Procurement, Legal, Finance, Enterprise Architecture, governance committees, Court users, and vendors; navigate public-sector procurement, privacy, and compliance requirements with discretion appropriate to sensitive court security information.
- Identify opportunities to use AI and automation to strengthen cybersecurity (e.g., improved detection, automated security operations) and contribute to AI-related security/privacy governance controls.
MANDATORY REQUIREMENTS
– Active professional certification in cybersecurity such as CISSP, CISM, CISA, (ISC)2, GIAC, ISACA or equivalent certification; candidate must provide proof of current certification. (Yes or No)
– Post-secondary degree or diploma in Computer Science, Information Technology, Cybersecurity, or related field (equivalent experience may be considered; formal education strongly preferred). (Yes or No)
– Proposed resource has agreed to a Criminal Records Check and Enhanced Security Clearance including a credit check prior to commencement. (Yes or No)
– Experience designing and reviewing secure architectures across network, cloud, application, identity, and data domains using a risk-based approach. (5 years+)
– Experience developing and implementing cybersecurity incident response plans/playbooks and participating in incident handling or simulations. (3 years+)
– Experience performing Threat Risk Assessments or similar security risk assessments. (3 years+)
– Experience working with diverse stakeholder groups, including program leaders, IT teams, and end-users. (5 years+)
– Experience working with frameworks/standards (NIST CSF, ISO 27001). (5 years+)
– Hands-on experience with enterprise security tools (e.g., Microsoft 365 E5: Azure AD/Entra, Defender, Purview; SIEM; vulnerability management; firewalls/IDS/IPS; endpoint protection). (5 years+)
– Proven ability to lead and deliver cybersecurity initiatives end-to-end; typically 8–10+ years in IT/security with at least 5 years in a senior role managing security or IT risk projects. (5 years+)
– Strong communication skills with the ability to convey technical concepts to non-technical stakeholders and influence decision-making. (5 years+)
– Ability to work 100% on-site in Edmonton, Alberta for the duration of the contract (no remote or hybrid option). (Yes or No)
DESIRABLE REQUIREMENTS
– Proven experience designing and deploying scalable cloud-based data platform architectures that integrate with semantic and advanced Artificial Intelligence (AI) and Machine Learning (ML) analytical technologies. (1 years+)
– Experience coordinating information management, privacy impact, security risk assessments and compliance within IT projects. (1 years+)
– Experience developing and implementing information management/security services solutions (IMSS) or similar enterprise security capability implementations. (1 years+)
– Experience establishing an enterprise vulnerability management capability, including tooling, processes, and reporting. (1 years+)
– Experience working in or within Court environments, with awareness of the importance of judicial independence. (2 years+)
– Experience working in or with public-sector environments with awareness of public-sector constraints, privacy legislation (e.g., FOIP). (2 years+)
– Experience working with information management and cybersecurity policies, directives, and guidelines within limited timelines. (1 years+)
– Proficiency in cloud platforms (e.g., Azure, Snowflake) and their data services, including storage, computing, and data management tools. (1 years+)
