Why is this role important?

The Specialist, Process Modernization supports modernization initiatives within the CCE portfolio by facilitating the assessment, redesign and improvement of operational processes, with department leads accountable for defining and owning the end-state solution. This role diagnoses workflow inefficiencies, documents current and future-state processes and facilitates structured solution design to help teams achieve measurable operational improvements. Under advice of Senior Consultant (AI Lead Consultant), this role will provide recommendations on how processes can be streamlined before digitization and that technology addresses validated business needs rather than automating existing constraints. The role exercises independent judgment in recommending approaches, building supporting tools and structuring implementation plans, while collaborating with Information Technology and Services (ITS), including the Senior Consultant (AI Lead Consultant), to align with CIHI’s enterprise AI roadmap, responsible AI principles, privacy requirements, security standards and governance frameworks. This is an individual contributor role focused on enabling sustainable, compliant and measurable improvements through facilitation, documentation, tool development and structured change support.

What you'll do

  • Facilitates structured reviews of end-to-end workflows with department leads to identify inefficiencies, redundancies, manual effort and performance gaps.

  • Supports the establishment of baseline performance measures (e.g., cycle time, error rates, manual effort, adoption levels) prior to redesign and implementation.

  • Co-designs current-state and future-state process models with business leads to simplify workflows, clarify roles and improve efficiency and quality.

  • Identifies and assesses opportunities to leverage automation and AI technologies to enable redesigned processes, based on validated business needs.

  • Partners with ITS to design, build and implement enabling tools — including AI-enabled and automation solutions where appropriate — in alignment with CIHI’s responsible AI, privacy, security and governance standards.

  • Documents processes, decisions and workflows, and develops supporting materials and internal resources to promote clarity and consistency.

  • Develops prototypes and minimum viable solutions, facilitates user testing and iterates based on feedback, performance data and compliance requirements.

  • Supports the definition and tracking of realized benefits over time, providing analysis on measurable outcomes such as time savings, quality improvements, adoption rates and risk reduction.

  • Conducts stakeholder impact assessments to identify operational, role and change implications of redesigned processes and new tools.

  • Develops and delivers structured adoption supports, including communications, training materials and user guidance to enable sustained implementation.

  • Prepares implementation plans, briefing materials and progress updates for leadership, and supports directors in developing business cases as required.

  • Identifies risks, technical constraints, privacy and ethical considerations, recommends mitigation strategies and escalates issues where appropriate.

  • Maintains collaborative relationships across CCE, ITS and other branches to support integration, alignment and compliance.

  • Remains informed of emerging AI capabilities, automation platforms and workflow optimization practices relevant to CIHI’s mandate.

What you'll bring to the table

  • Undergraduate degree in Business Administration, Engineering, Computer Science, Health Informatics, Applied Sciences, Public Policy or a related field, or an equivalent combination of education and experience.

  • Additional coursework or certification in process improvement, change management, automation, AI technologies or continuous improvement methodologies is an asset.

  • Minimum 3-5 years of related experience in process improvement, workflow redesign, automation development or technology-enabled transformation.

  • Demonstrated experience conducting structured reviews of end-to-end workflows and implementing redesigned processes.

  • Hands-on experience partnering with other teams such as ITS for building or configuring automation or AI-enabled tools (e.g., workflow automation platforms, AI-assisted applications, low-code/no-code solutions); some experience in building in no/low-code environments.

  • Experience developing prototypes or pilot solutions and refining them based on user testing and performance data. Experience establishing baseline measures and tracking performance improvements over time.

  • Experience working in cross-functional environments and collaborating with technology and business stakeholders.

  • Strong analytical and systems-thinking skills to assess workflows and identify improvement opportunities.

  • Proficiency in process mapping and redesign methodologies.

  • Demonstrated ability to collaboratively design and build automation and AI-enabled tools (ex/ Agentic AI).

  • Ability to translate operational needs into practical, technology-enabled solutions.

  • Strong facilitation and stakeholder engagement skills.

  • Clear and concise written and verbal communication skills.

  • Ability to manage multiple initiatives and deliver results independently.

  • Influences and collaborates effectively in a matrixed environment without direct authority.

  • Promotes a culture of continuous improvement and openness to new ways of working.

  • Support teams through change by engaging them in identifying inefficiencies and opportunities, process and solution design, and clearly communicating benefits, impacts and expectations.

  • Aligns initiatives with branch and organizational priorities while adhering to enterprise governance standards.

  • Occasional travel may be required.

  • Must comply with all CIHI workplace policies, including privacy and confidentiality.

  • Fluency in English is required, bilingualism in both official languages is an asset.
