What we’re looking for
The Contracts Manager will oversee the full lifecycle of defence and government contracts within the Canadian and US procurement environments. This role ensures compliance with federal regulations, supports major defence programs, and manages contractual risk across a portfolio of strategically important projects. You’ll work closely with internal teams, our related companies, subcontractors, and federal departments such as Public Services and Procurement Canada (PSPC) and the Department of National Defence (DND).
This position is required to be on site in the Ottawa office 5 days per week.
Duties include
- Manage the full contract lifecycle, including proposal support, negotiation, award, execution, change management, and closeout.
- Draft, review, negotiate contracts and amendments, subcontracts, NDAs, teaming agreements, technical assistance agreements, MOUs, End User License Agreements and Maintenance & Support Agreements.
- Collaborate with legal, supply chain, engineering, finance, and program management to ensure contractual obligations are understood and met.
- Serve as the primary point of contact for contracting authorities, including PSPC, DND, and other federal agencies.
- Interpret and apply Canadian defence procurement frameworks, including PSPC Supply Manual requirements, Industrial and Technological Benefits (ITB) policy, and Controlled Goods regulations.
- Support bid and proposal activities, including compliance matrices, preparation of pricing inputs and costing models, and risk assessments.
- Oversee the preparation of all customer quotes.
- Maintain accurate contract documentation and ensure audit readiness in accordance with Canadian government standards.
- Identify, assess, and mitigate contractual, financial, and schedule risks.
- Monitor contract performance and provide regular reporting to internal leadership.
- Ensure compliance with export controls (e.g. ITAR/EAR), security requirements, and CGP obligations.
You have
- Bachelor’s degree in Business Administration or contract law or a combination of education/experience will be considered.
- Experience in contract management, preferably within the Canadian defence, aerospace, or government contracting sectors.
- Strong understanding of Canadian federal procurement processes and policies.
- Demonstrated experience negotiating complex, high value contracts.
- Advanced knowledge of Excel including complex costing models.
- Excellent communication, analytical, and stakeholder management skills.
- Ability to work effectively in a regulated, security sensitive environment.
- Eligibility for Government of Canada security clearance and Controlled Goods.
It will be great if you have….
- Experience working with PSPC, DND, or other federal departments.
- Experience working with US Government systems such as EXOSTAR, WAWF, PIEE, ARIBA
- Familiarity with ITB/offset requirements and Value Proposition frameworks.
- Knowledge of cost reimbursable, fixed price, and hybrid contract structures.
- Experience supporting major capital projects or long term in service support programs including complex costing models.
- Background in subcontract management or supplier negotiations.
- Familiarity with CMMC and its application to contracts.
