Senior Researcher and Policy Advisor - Existing position
1-year Term
Band: 4 - $70,276 - $87,845 **Compensation is aligned with internal equity and market benchmarks. In limited circumstances, offers above the posted range may be considered for candidates with exceptional qualifications or highly specialized expertise**
This role, as with all positions at ITK is 100% in-office, requires being in the office full-time at 75 Albert Street, Ottawa, ON.

JOB SUMMARY
Reporting to the Manager within Inuit Qaujisarvingat, the Senior Research and Policy Advisor is responsible for coordinating and delivering research and policy work in support of organizational priorities.
The role provides analysis, advice, and project leadership on assigned research initiatives, ensuring work is delivered on time, within scope, and aligned with Inuit research principles and organizational objectives.
Working collaboratively with Inuit regions, governments, and partners, the Senior Advisor supports research, policy development, and knowledge mobilization activities, while serving as a key resource to internal teams.
This position operates with a high degree of independence and may provide guidance and mentorship to junior staff, but does not have full supervisory accountability.
KEY ACCOUNTABILITIES
PROJECT MANAGEMENT & COORDINATION

Coordinate and manage assigned research and policy projects from planning through to completion

Develop and implement workplans, timelines, and deliverables
-
Coordinate research activities, consultations, reporting, and related project components
-
Monitor project budgets and track expenditures in collaboration with the Manager
-
Support the development of funding proposals and related materials
-
Ensure projects are delivered in alignment with priorities, timelines, and funding requirements
RESEARCH & POLICY ANALYSIS
-
Conduct research and analysis on assigned policy and research files
-
Draft and contribute to reports, studies, briefing materials, and policy documents
-
Identify research needs and gaps within assigned areas
-
Develop recommendations to support policy and program development
-
Monitor external trends, policies, and emerging issues relevant to Inuit research and policy
PLANNING & ADVISORY SUPPORT
-
Provide advice and input to the Manager and team on research priorities and approaches
-
Contribute to the development of departmental workplans and operational activities
-
Support the design and development of research proposals and initiatives
-
Participate in working groups and committees related to assigned files
STAKEHOLDER ENGAGEMENT & COLLABORATION
-
Build and maintain working relationships with Inuit organizations, governments, academia, and partners
-
Coordinate and participate in consultations, meetings, and engagement activities
-
Liaise with internal teams to support integrated project delivery
-
Support collaboration with Communications on knowledge mobilization and materials
COMMUNICATION & KNOWLEDGE SHARING

Prepare clear and accessible research and policy materials for a variety of audiences
-
Present findings and support discussions in meetings, workshops, and forums
-
Provide guidance and informal training to staff on research and policy-related work
ADMINISTRATION & PROJECT SUPPORT

Coordinate project logistics, including meetings, working groups, and reporting
-
Maintain project documentation, records, and tracking tools
-
Support reporting requirements and ensure accuracy and completeness of information
-
Represent ITK in meetings, working groups, and forums, as assigned
-
Support relationship-building with key partners and stakeholders
Performs other duties as assigned.
QUALIFICATIONS
KNOWLEDGE AND SKILLS

Knowledge of Inuit research priorities, governance structures, and policy environments
-
Understanding of qualitative and quantitative research methods
-
Strong analytical, writing, and communication skills
-
Ability to manage projects and coordinate multiple priorities
-
Strong collaboration and stakeholder engagement skills
-
Ability to interpret policy, research, and legislative materials
-
Knowledge of Inuit land claim agreements and research principles is an asset
-
Must have excellent oral and written communication skills (primarily in English; Inuktitut and/or French an asset);
EXPERIENCE
-
Minimum 5 years of experience in research, policy, or a related field
-
Experience coordinating research or policy projects
-
Experience working with Indigenous organizations, governments, or partners
-
Experience with consultations, analysis, and report writing
EDUCATION
-
Bachelor’s degree in a relevant discipline with a minimum 5 years of related work experience and/or field research in a similar role, particularly in Inuit communities
OTHER INFORMATION

Office environment: frequent use of computer and telephone.

Long periods of sitting at a desk in front of a computer.

Occasional travel and regular meetings.

Operational direction is provided by the IQ Manager and Director.

Politically sensitive issues may become stressful.
