Client: Health Services Cluster Ministry: Ministry of Public and Business Service Delivery and Procurement Assignment Number: A2877136 Location: Toronto / Kingston, Ontario Work Arrangement: Onsite Start Date: September 15, 2026 End Date: March 31, 2027 Allocation: 100% Number of Openings: 1 Security Clearance: CRJMC Working Hours: 7.25 hours per day, Monday to Friday, between 8:00 AM and 5:00 PM (excluding lunch) Position Overview We are seeking an experienced Senior Solutions Designer to lead and coordinate the design, development, enhancement, and implementation of complex, large-scale, high-profile, and high-risk technology solutions within a healthcare environment. The successful candidate will provide technical leadership across the full solution lifecycle, working closely with architects, developers, business analysts, infrastructure teams, security architects, privacy SMEs, and operational stakeholders. This role requires strong expertise in modern cloud-native architecture, microservices, healthcare interoperability standards including FHIR, modern web technologies, CI/CD, Agile delivery, and secure solution design. Key Responsibilities Lead and coordinate the technical design, development, and enhancement of complex, large-scale, high-profile, and high-risk technology solutions. Translate business requirements and functional specifications into scalable application and technical designs. Provide technical leadership and guidance to development teams on application software, hardware, network, and infrastructure requirements. Design and support cloud-based technology solutions leveraging containerization, orchestration, and microservices architectures. Develop and maintain solution architecture and detailed low-level design artifacts sufficient for development and testing teams. Work collaboratively with enterprise and solution architects to ensure consistent object, data, interface, and application models. Apply healthcare interoperability standards, particularly Fast Healthcare Interoperability Resources (FHIR), to solution design and integration. Oversee the implementation of agreed-upon solutions, including design, development, testing, installation, deployment, monitoring, and ongoing enhancement. Work with infrastructure, operational, deployment, and technical teams to define physical application deployment requirements. Collaborate with security architects and privacy SMEs to ensure solutions meet security requirements and comply with data privacy standards. Lead technical troubleshooting activities, identify areas for improvement, and recommend appropriate solutions. Conduct performance tuning and recommend improvements related to scalability, reliability, and system performance. Support automated build and deployment processes through CI/CD pipelines. Participate actively in Agile software development processes and utilize Azure DevOps/VSTS for development and delivery management. Ensure adherence to GO-ITS standards, internal branch standards, architecture governance, and industry best practices. Monitor project progress, identify and resolve technical issues, manage risks, and provide regular updates to business and I&IT management. Develop and provide input into overall solution objectives and technical strategies. Promote OPS I&IT standards and best practices for planning, design, development, and architecture governance. Stay current with emerging technology trends and identify opportunities to improve client technology solutions. Requirements Mandatory Skills and Experience Technical Design & Architecture Demonstrated experience as a Technical Design Specialist coordinating the design, development, and enhancement of complex, large-scale, high-profile, and high-risk technology solutions. Experience utilizing cloud-based technologies, including: Containerization Orchestration Microservices Proven ability to lead development teams in defining and designing: Application software requirements Hardware requirements Network requirements Experience working with architects to establish consistent: Object models Data models Interface models Application models Experience producing detailed low-level design and development artifacts that provide sufficient detail for developers to code and test solutions. Knowledge of best practices for solution design, build, development, deployment, and implementation of functional and non-functional requirements. Experience working with infrastructure, operations, deployment, and technical teams to define physical application deployment requirements. Healthcare Interoperability Working knowledge of healthcare data exchange standards, particularly Fast Healthcare Interoperability Resources (FHIR). Experience designing or supporting solutions within healthcare environments is highly preferred. Development Technologies Demonstrated experience in one or more of the following technologies: JavaScript ES6+ Spring Framework Quarkus Angular 9+ Angular Material TypeScript Node.js HTML5 CSS3 DevOps & Agile Experience with automated build processes and CI/CD pipelines. Experience working within an Agile software development environment. Experience using VSTS/Azure DevOps. Ability to provide technical leadership and identify areas for improvement and recommend effective technical solutions. Security & Privacy Experience working with security architects and privacy SMEs to ensure application designs and physical deployments meet required security levels and adhere to data privacy standards. Experience with privacy and security requirements related to software development in a healthcare context or equivalent environment. General Skills and Experience Experience monitoring project progress, resolving technical problems, and reporting regularly to business and I&IT management stakeholders. Experience with issue, risk, and dependency management practices. Experience developing and contributing to overall solution objectives. Knowledge and understanding of I&IT technical analysis and data analysis practices. Strong troubleshooting, analytical, and problem-solving capabilities. Ability to promote OPS I&IT standards and best practices related to planning, design, and architecture governance. Awareness of emerging technology trends, industry directions, and opportunities for technology improvement. Experience conducting performance tuning and recommending performance improvement solutions. Strong working knowledge of: Microsoft Office Suite Visio SharePoint Communication & Leadership Skills Demonstrated experience as a collaborative team player with a proven record of meeting strict deadlines. Preferred Qualifications Experience working within the Ontario Public Sector (OPS) or comparable large public-sector environments. Experience designing and implementing healthcare technology solutions. Experience with enterprise architecture and architecture governance frameworks. Knowledge of GO-ITS standards and OPS development and architecture practices. Experience with modern cloud-native application architectures and enterprise-scale integrations.
