As a Planning Engineer, you will provide technical expertise, concept design, planning, and engineering analysis within the Stormwater Project Development Team in the Utilities Project Development division. Working closely with Senior Planning Engineers, you will support innovation and continuous improvement in stormwater management to ensure the stormwater line of service meets technical and customer levels of service. This includes aligning stormwater risk mitigation strategies with evolving service expectations in a changing climate. You will contribute to the planning and analysis of existing stormwater systems to optimize system performance and service value. Primary duties include:
- Plan, design, manage and deliver projects (in-house and through hiring consultants) to support the planning and analysis functions of the Water Utility, including management of project scope, budget, deliverables, and schedule (internal and consultant executed projects).
- Develop, maintain, calibrate, analyze, and apply stormwater engineering tools, including 1D¿1D and 1D¿2D hydrologic and hydrodynamic models.
- Contribute to the development of stormwater engineering strategies and programs to ensure the system meets required technical and customer levels of service, including incorporating risk mitigation approaches that respond to evolving service expectations and a changing climate.
- Provide input to investment planning and stormwater prioritization methodologies, including support for initiatives and multi-service outcomes, to enable an equitable approach to managing and mitigating stormwater-related risks.
- Track trends and developments in the fields of stormwater management, innovations in stormwater modelling and planning, and modelling technology improvements (hardware and software).
- Build and foster networks and relationships with internal and external technical experts and operational staff to influence positive outcomes and adoption of new approaches, engineering technologies, and innovations.
- Manage communication and collaboration between interest holders of stormwater project development work including with other City departments, regulators, industry partners, and customers.
Qualifications
- A degree in Civil Engineering or equivalent discipline and at least 4 years of relevant professional engineering experience obtained after receiving your P. Eng. designation and a current licensure as a Professional Engineer with the Association of Professional Engineers and Geoscientists of Alberta (APEGA) complete with practicing status OR licensure and practicing status by the first day of work. - Experience must include using hydraulic modeling and analysis of stormwater collection and conveyance networks.
- Experience in project management, financial management, managing consultants and administering contracts is required.
- Strong technical knowledge in GIS and in stormwater network analysis and design, including the application of stormwater hydraulic modelling tools are required, preferably PCSWMM and InfoWorks ICM ID-1D and 1D-2D Models.
- Experience with Python scripting to support GIS analysis and automation is considered an asset.
- Knowledge and experience of risk analysis and municipal, provincial, and federal legislations related to the water utility would be assets.
- Success in this role requires:
- Analytical thinking, decision-making, problem-solving abilities, risk assessment, self-learning, technical writing, organization, and time management skills.
- Interpersonal and communication skills to work effectively within and outside the division to support project objectives.
Working Conditions: Office environment with field visits and site inspections as required.

- This position may be eligible to work from home for at least part of the time as one of several flexible work options available to City employees. These arrangements depend on the operational requirements of the role, employee suitability, and are subject to change based on operational needs and corporate direction.

Compensation: Level P3E $115,464 - 144,330 per annum
Hours of work: Standard 35 hour work week
Days of work: This position works a 5-day work week with 1 day off in a 3 week cycle.
