The Compliance Officer – Insurance Registrations is a senior role within the BMO Registrations and Continuing Education team, accountable for the governance, oversight, and execution of insurance licensing for BMO Estate Insurance Advisory Services Inc. (EIASI) .

The role carries enterprise‑level compliance and regulatory risk accountability , with responsibility for ensuring adherence to provincial and territorial insurance regulatory requirements , maintaining the firm’s licensing and E&O controls, and acting as an escalation point for high‑risk or complex registration matters.

This position operates with significant independence, judgment, and influence , partnering with regulators, senior Compliance leadership, and internal stakeholders across the organization.

Core Accountabilities

Compliance & Regulatory Oversight

• Provide national oversight of insurance licensing and registration activities across all Canadian jurisdictions where EIASI operates.

• Serve as a key regulatory interface for insurance registration matters, including interactions with provincial regulators and insurance councils.

• Ensure compliance with jurisdiction‑specific requirements , including licensing, supervision, continuing education, and renewal obligations.

Risk Management & Escalation

• Conduct and oversee risk‑based screening of insurance licensees, including assessment of criminal, civil, financial, and regulatory disclosures.

• Exercise professional judgment to identify, assess, and escalate regulatory risk to senior Compliance leadership or sponsoring insurers, as appropriate .

• Act as an escalation point for complex or sensitive licensing and registration issues

Licensing Lifecycle Management

• Maintain accountability for the end‑to‑end insurance license lifecycle , including onboarding, transfers, revivals, renewals, and terminations.

• Send timely notifications to applicable stakeholders, who are responsible for ensuring that individuals do not transact insurance business or receive compensation without appropriate licensing and authorization.

• Oversee licensing supervision requirements and related control obligations.

E&O and Corporate License Oversight

• Maintain ownership of Errors & Omissions (E&O) insurance controls , including onboarding, annual renewal coordination, and termination of coverage.

• Ensure timely renewal and maintenance of corporate and MGA licenses , recognizing their criticality to business operations and regulatory standing.

Data, Controls & Stakeholder Partnership

• Act as a control owner for insurance licensing records and reporting, ensuring data accuracy relied upon by regulators, supplier companies, and internal partners.

• Provide authoritative advice and guidance to business lines, Compliance partners, and senior stakeholders on insurance registration matters.

• Support compliance initiatives, audits, and special projects as required.

Qualifications & Capabilities

Education & Experience

• Post‑secondary diploma or university degree.

• Typically, 2-3 years of insurance registration or equivalent relevant experience.

• Experience working within regulated financial services environments is strongly preferred.

Technical & Professional Skills

• Working knowledge of Canadian insurance regulatory frameworks , including licensing, supervision, and E&O requirements.

• Strong risk assessment and analytical skills , with the ability to apply judgment in ambiguous or high‑impact situations.

• Proven ability to work independently while managing competing priorities and regulatory deadlines.

Salary :

$61,600.00 - $113,900.00

Salaries will vary based on factors such as location, skills, experience, education, and qualifications for the role, and may include a commission structure. Salaries for part-time roles will be pro-rated based on number of hours regularly worked. For commission roles, the salary listed above represents BMO Financial Group’s expected target for the first year in this position.
