Manager, Corporate HR Programs and Policy
About the role
Reporting to the Director of HR and as a member of the Human Resource Leadership Group (HRLG), the Manager, Corporate HR Programs and Policy leads the organizational design, implementation, and continuous improvement of corporate HR programs and policies. The role ensures the City’s vision and strategy for total compensation, benefits and talent acquisition meets the ongoing needs of departments, council and the Mayor’s office. They provide expert advice on complex, precedent setting matters, ensuring adherence to labour standards, collective agreements and internal City policies and standards. The Manager oversees program and policy development, training, change management, compliance auditing, metrics, and reporting; provides business ownership for related HR systems. The position directly oversees corporate HR services and program streams including Compensation, Group Life & Health Benefits, Talent Acquisition, and HR Programs/Policy, leading multidisciplinary staff and coordinating with Labour Relations, Finance, Legal, Corporate Safety, and IT to deliver defensible, value for money solutions and clear recommendations for senior leadership.
This position provides consultation services to human resources staff, managers, senior managers and other stakeholders, on corporate systems related to corporate HR programs and policies.
As the Manager, Corporate HR Programs and Policy, you will:
- Lead and direct the creation, development, implementation and evaluation of City-Wide HR policies and programs. Assist in ensuring understanding and compliance across all departments. Responsible for portfolio data, analytics and reporting.
- Lead and direct the compensation and classification branch. Provide strategy, vision and assistance in establishing and maintaining a compensation & recognition programs and processes that support the diverse needs of City departments.
- Lead and direct the group life and health benefits branch. Provide strategy, vision and assistance in establishing and maintaining a benefits framework and offering that supports the diverse needs of City departments and moves the City towards an employer of choice.
- Provide operational leadership and strategic direction and planning for the City’s Talent Acquisition Program and Services. Set a vision and strategy for the future of Talent Services at the City, including Talent Management.
- Ensure stakeholders are engaged and needs are taken into account in development and direction of all facets of the division’s responsibility. Ensure close partnership with Labour Relations, HRLG and Senior HRLG to ensure compliance with governing documents and alignment with leadership. Leads and directs the various branch teams (direct & indirect reports). Ensures adherence to division budget.
Your education and qualifications include:

Bachelor’s degree in Human Resources, Commerce, Public/Business Administration, or a related field; an equivalent combination of education and experience will be considered.

Compensation: CCP/GRP (WorldatWork) and/or training in job evaluation and pay equity methodology.

Benefits: CEBS or equivalent group benefits/plan governance credential.

Change leadership: formal change management training (e.g., Prosci/ADKAR) and project management coursework/certification.

HR technology/analytics: HRIS (PeopleSoft) training; intermediate to advanced MS Office and reporting/visualization skills.

7–10 years of progressive HR experience in a complex, unionized environment, which includes a minimum of:
-
3+ years leading HR teams and
-
3+ years of HR experience in the public sector and
-
2–3 years of leadership delivering HR programs in large, multi-union municipal or broader public-sector environment (e.g., compensation/classification policy, benefits governance, TA standards, performance management, respectful workplace).

Demonstrated success designing, implementing, and auditing HR programs, administrative standards, and tools; translating best practices and case/arbitration outcomes into program improvements.

Proven ability to interpret and apply collective agreements, Manitoba employment legislation, and municipal policies, and to integrate LR guidance into HR program governance.

Experience as business owner or lead for HR systems (e.g., PeopleSoft modules), including requirements, testing, reporting, and adoption/change management.

Track record preparing executive level briefings and presenting complex recommendations to senior audiences.

Demonstrated ability to perform financial costing and analysis.

Proven ability to interpret and apply collective agreements, Manitoba employment legislation, and municipal policies, and to integrate LR guidance into HR program governance.

Comprehensive knowledge of Manitoba HR related legislation and municipal obligations: Employment Standards Code, Human Rights Code, Workplace Safety and Health Act, Labour Relations Act, FIPPA/PHIA.

Expertise in policy governance (authoring standards, version control, consultation/approval pathways, review cycles) and compliance monitoring.

Strong analytical capability used to define enterprise HR metrics, build dashboards, interpret trends, and recommend interventions; accuracy under tight timelines.

Political acuity and stakeholder engagement skills; ability to work with HRLG, unions/associations, Equity Office, Legal, Finance, Corporate Safety, and IT.

Demonstrated leadership: build high performing teams, set KPIs, coach for SME excellence, and manage performance and succession.

Exceptional written and verbal communication; ability to prepare public facing materials on sensitive topics when required.
