Department Information
The Department of Infrastructure (INF) provides high quality services to the public and Government of the Northwest Territories’ (GNWT) departments, boards and agencies including the planning, design, construction, acquisition, operation and maintenance of public transportation infrastructure and the buildings, works and equipment required for the GNWT to deliver its programs and services. INF makes essential petroleum products available for sale to the public where these products are not provided by the private sector, and promotes the development and increased use of energy efficient technologies. INF also regulates electrical and mechanical safety services and licenses individuals and vehicles operating in the territory.

Job Information
The Senior Communications Officer and Official Languages Coordinator is located in Yellowknife and reports to the Manager of Public Affairs and Communications in the Policy, Planning and Communications Division. The incumbent provides expert communications advice and direction on communications planning and activities to departmental senior management and staff. The incumbent also provides expert advice on matters related to the promotion and support of the French language, provides advice on a broad range of French language program and service issues, and administers the French Language Services budget for the Department of Infrastructure (the Department).
The Senior Communications Officer and Official Languages Coordinator has the lead role in coordinating, supporting, monitoring, and evaluating the Department's French language services and communications in accordance with the requirements of the Official Languages Act (Act) of the Northwest Territories and regulations, and ensures full compliance with the Act. In doing so, the incumbent works closely with senior managers in the Department, the Francophone Affairs Secretariat, Language Coordinators in other departments, and with the Francophone community.
Critical Knowledge, Skills and Abilities:
- Knowledge of the Official Languages Act of the NWT, the Canada-NWT Cooperation Agreement and the GNWT's obligations for the provision of services and communications in French.
- Excellent oral and written communication skills in both French and English.
- Expert knowledge of communications, public and media relations theories and best practices, including issues management and strategic communications planning.
- Knowledge of the North's socio-economic, cultural and political environment.
- Proven ability to work independently to build and sustain strong working relationships and work collaboratively with media, stakeholders, department and ministerial staff by demonstrating an ethic of support, teamwork and service.
- Strong project management skills to lead, plan, organize, coordinate and complete complex and concurrent projects independently or in teams within time and resource constraints while monitoring progress and evaluating results.
Typically attained by:
- A degree in a specialized communications discipline such as journalism, or public/media relations or a similar equivalent, and three (3) years of experience in a relevant field. A relevant Diploma supplemented by four (4) years of experience in the communications field. Communications experience with an organization in the North is considered an asset.
Equivalencies:
- A master's degree in a specialized communications discipline such as journalism, or public/media relations or a similar equivalent, and one (1) year of experience in a relevant field.
Equivalent combinations of education and experience will be considered.
