Manager of Flying Operations We’re all about the craft. KF Aerospace Defence Programs, located in Southport, Manitoba, provides dedicated pilot training to the Royal Canadian Air Force (RCAF) and its allies. Over 250 students per year attend the school to participate in Multi-Engine, Fixed, and Rotary Wing flying, from Ab-Initio through to advanced. This modern program utilizes state-of-the-art software, classroom, simulator, and aircraft to develop RCAF officers. The turnkey facility provides RCAF students with 5 simulators and 42 aircraft (4 fleets), accommodations, meals, and support services. JOB OVERVIEW The Manager of Flying Operations (MFO) is responsible for all aspects of the Phase 1 Primary Flying Training through to Phase 3 Multi-Engine or Helicopter training covered by the Contracted Flying Training and Support (CFTS) contract, Future Aircrew Training program (FAcT) contract and subsequent contracts. The MFO shall ensure that all flight operations are carried out safely and effectively and in accordance with (IAW) Department of National Defence (DND), Transport Canada (TC), Flight Safety, and General Safety Guidelines. DUTIES AND RESPONSIBILITIES * Provide day-to-day leadership and support to the Chief Flying Instructor, Chief Ground Instructor, Chief Multi-Engine Instructor, Flight Dispatch, Training Administration, and KF Standards on all aspects of CFTS, FAcT and subsequent contracts * Manage the subcontracted Rotary Wing (Phase 3) training services and control the quality of the services provided by sub-contracted organizations through effective performance monitoring and measurement * Coordinate with other managers to ensure effective contract service delivery at mandated levels IAW the Statement of Work (SOW) * Create an environment in which all resources can perform effectively and efficiently * Participate in professional development and promote professional development opportunities for staff * Develop and operate contingency plans for areas of responsibility that anticipate the needs of the customer as well as changes in resources and demand levels * Manage the operation by defining and implementing policies, monitoring customer feedback, planning strategies, addressing problems, and ensuring corrective actions are taken promptly * Manage the Flight Operations staff of KF Aerospace Defence Programs, including staff recruitment and selection, assessing performance, managing continuous, operational or on the job training, planning and implementing corrective actions * Supervise Flight Dispatch department/flight following function * Report air incidents and accidents IAW A-GA-135 and report air infractions and breaches of flying orders IAW CFAO 55-2 * Assist the Contracted Flight Safety Officer (CFSO) in the investigation of Flight Safety occurrences * Ensure that all operations are conducted IAW current regulations, standards, and air operator policies and instructions * Act on and disseminate aeronautical and safety information regarding the safety of the operations to affected personnel by the fastest available route * Conduct data analysis based on course critiques using information collected via the Training Information Management System (TIMS) to support continuous improvement of the training program * Maintain aircraft, facility, courseware, and Contractor Instructor Personnel information in the TIMS * Direct operations to ensure effective and efficient contractual compliance. * Administration of unit publications and the formulation and publication of section orders * Openly communicate with the customer to maximize productivity, quality, and timeliness of the Flight Training Operations * Establish a business continuity plan that will address all areas of concern relative to the continued support of Southport operations * Able to assume duties of Acting Site Manager when required * Other duties and responsibilities as assigned by the Site Manager REQUIREMENTS * Strong working knowledge of DND’s training systems, contract work instructions, military aviation documentation, and RCAF pilot training program history. * Successfully completed an aviation management program conducted by a recognized academic institution and have had two years of aviation management experience * Or have managed a civilian flying operation for five years * Or shall be a former military member who has had a minimum of two years managing a military flying operation * Preference will be given to a candidate with a Military A Category Pilot Qualified Flight Instructor (or higher) or a TC Class 2 Instructor certification in either Fixed or Rotary Wing aircraft * Strong proficiency in Microsoft Office Suite * A valid passport and driver’s license * Able and willing to travel within North America * Prepared to work outside normal business hours when required * Ability to obtain and maintain Public Service and Procurement Canada (PSPC) Level 2 Secret Clearance * Ability to obtain Controlled Goods certification * Excellent interpersonal and communication skills * Bilingual (English – French) is an asset * Post-secondary diploma or higher in Business Management or equivalent an asset BENEFITS Full-Time staff benefits include (but are not limited to): * Health and Dental * Short & Long-Term Disability * Health Spending Account * Personal Spending Account * Personal time off * The opportunity to bank overtime * Pension matching plan and voluntary RRSP * Employee & Family Assistance Program * A bonus program based on organizational performance HOW TO APPLY Be a part of our craft.
