Rail Access Planner

The project: The Rail Access Planner is responsible for providing strategic guidance that leads to integrated rail access plans and optimised rail access processes - driving for maximum access efficiency and safety. Key responsibilities include the following: Providing strategic access planning guidance and support based on industry best practice, knowledge and lessons learned. Identifying access plan constraints and developing strategies to alleviate. Support all parties to plan, book and utilise appropriate access aligned to associated work activity with maximum efficiency. Assessing and determining need for change to access planning processes and methods and implementing changes to deliver improved performance. Supporting with deconfliction analysis and implementation. Supporting with improving visibility of planned and booked works. Support with access specific negotiations. Support access innovation – aiming to achieve cost reduction and improving safety. Providing expertise to maximise the available working windows. Support with the use and optimisation of the Rail access planning tool. Assist with adherence to access process, procedure, and standards. Communicate and demonstrate planning best practice. You'll Also have: Be a professional rail planner with at least fifteen years’ experience within the industry. Extensive knowledge and understanding of access issues in a railway environment. Knowledge and understanding of contractual issues in an access environment. Extensive awareness of safety issues in an operational railway environment Extensive knowledge of access improvement initiatives and an understanding of how to drive these through to bring the desired benefits. Have experience of planning complex, multidisciplinary construction works within operational corridors. Have experience of leading rail access staff. Have experience of rail access booking systems. The role involves leading planning and scheduling activities using advanced methods and providing expertise in project controls and Earned Value Management to optimize delivery. Responsibilities also include communicating analysis clearly to stakeholders and managing professional teams delivering planning and schedule management services.

Candidates must possess extensive experience in planning and successful project/programme delivery, along with strong commercial, financial, and stakeholder management expertise. A professional membership (like APM, RICS, CIOB, ICE, AACE, IRM, IEMA) or equivalent demonstrable development is required, alongside knowledge of sustainability and digital innovation.
