About Musqueam We are traditional hən̓q̓əmin̓əm̓ speaking people. Today, we are a strong, growing community of over 1,300 members. We live on a small portion of our traditional territory, known as the Musqueam Indian Reserve, located south of Marine Drive near the mouth of the Fraser River. The name Musqueam relates back to the River Plant, the name of the plant is məθkʷəy̓. There is a story that has been passed on from generation to generation that explains how we became known as the xʷməθkʷəy̓əm (Musqueam) - People of the River Plant. We have always moved throughout our territory using the resources it provides for fishing, hunting, trapping and gathering. We remain distinct and our cultural practices are strong, despite the devastating impacts of residential schools, colonial laws banning our ceremonies, and other attempts to assimilate our people. Our lands and waters continue to support our cultural and economic practices while serving as a source of knowledge and memory, encoded with our teachings and laws. To learn more about Musqueam, please visit www.musqueam.bc.ca Position Summary Under the direction of the Chief Financial Officer (CFO), this position has the mandate and authority to procure goods and services on behalf of the Musqueam Indian Band (MIB). The incumbent provides procurement services in accordance with MIB policy and directives; providing guidance on the approved RFP process; and providing guidance, advice and support to ensure procurement processes are effective, efficient, transparent and provide the best overall value to MIB, all while ensuring excellent client service internally. Additionally, the Procurement Officer supports the CFO in the discharge of responsibilities, develops new tools and training sessions, applies procurement best practices, and performs other duties as required. Roles & Responsibilities Provides advice and guidance on procurement and coaches MIB managers on relevant processes, such as requests for proposals and bid evaluation criteria, to ensure MIB’s needs are met, obtains best value, and ensure procurement processes are fair, open and transparent; Analyses MIB requirements and selects the most appropriate procurement method based on established practices, policy, and past experience. Conceptualizes and recommends to the Manager new practices and procedures where no precedent exists; Plans, organizes and leads the bid solicitation process including drafting and issuing requests for quotations (RFQ), requests for information (RFI), requests for expression of interest (RFEI), requests for proposals (RFP), and developing bid evaluation criteria; Facilitates bidder debriefings, exercising appropriate judgement and tact while ensuring the protection of confidential information. Maintains complete and accurate records as a safeguard in the event of a legal dispute; Analyses, negotiates and prepares contracts, ensuring appropriate terms and conditions are included to protect the interests of MIB; Monitors and reviews progress of contracts, coordinates renewals, as appropriate, reviews and approves invoices for payment, and resolves any problems that may arise; Creates and maintains procurement records, including electronic records, ensuring accuracy and integrity of data through regular report generation, review and update of data; Provides analysis, advice and information necessary in support of the development of new procurement tools and contributes to the development and implementation of such tools; Reviews, conceptualizes and recommends new practices and procedures within MIB for which precedent does not exist; Develops and updates system and process documentation; Provides coaching, support and guidance to Managers on the Procurement process; Keeps abreast of new and ongoing developments in procurement and supply management by conducting research, reading trade journals, attending seminars and conferences, and participating in training sessions; Other related duties as required. KNOWLEDGE, SKILLS AND ABILITIES Post-secondary graduation in Business or a similar degree considered an asset. 2-4 years experience as a procurement officer in a multi-disciplinary environment. Must possess strong communication and interpersonal skills. Able to work to deadlines. Able to handle multi tasks in a fast-paced office. Have a professional attitude and a willingness to learn. Ability to work independently and as a member of a team. Ability to maintain confidentiality. Ability to handle multiple priorities and complete tasks/projects in accordance with stated deadlines.
