Scope of the Position The Vice President, Construction Procurement (Nch’ú7mut), owns the strategic direction, financial performance, and enterprise-wide positioning of Nch’ú7mut Contracting Ltd as a sub-portfolio of Nch’ḵay̓’s Business Development function, with full P&L accountability for the business unit. Operating on a 2–3-year strategic horizon, this role maximizes opportunities for construction and development-related companies, including Nch’u7mut Endorsed Business Registry (NEBR) members, to compete for and win large-scale construction and infrastructure projects across the private and public sectors. The role is a principal driver of Nch’kay’s economic reconciliation mandate through industrial procurement, and is directly accountable to the EVP, Business Development and Partnerships for the sub-portfolio’s strategic, financial, and reputational outcomes. Key Accountabilities Strategic Leadership and Direction: * Develop and implement a 2–3-year strategic procurement plan for the Nch’ú7mut sub-portfolio, aligned with and materially advancing Nch’ḵay̓’s enterprise-wide corporate strategy and economic reconciliation objectives. * Provide expert guidance and leadership to the procurement team, fostering a high-performance culture. * Identify and evaluate emerging market trends and opportunities in industrial procurement. * Serve as the senior-level relationship owner for industrial procurement, building and maintaining high-stakes relationships with Squamish Nation Council, major industry and joint-venture partners, government and regulatory bodies, and project proponents. Bid/Tender Process Management: * Oversee the entire bid/tender process, ensuring compliance with all relevant regulations and best practices. * Provide expert advice and support to Nch’u7mut Endorsed Business Registry Members (NEBR) construction and development companies throughout the bidding process. * Develop and implement effective bid/tender strategies to enhance competitiveness. * Analyze and evaluate bid submissions, providing recommendations for award decisions on select Squamish Nation and Nch’kay construction projects. Corporate Performance and Compliance: * Ensure Nch’ú7mut’s operations adhere to all applicable corporate performance obligations and ethical standards. * Develop and implement robust procurement policies and procedures. * Monitor and report on procurement performance, identifying areas for improvement. * Manage contract negotiations and administration, ensuring favorable terms for Nch’ú7mut and its clients. Financial & Business Accountability: * Own full P&L accountability for Nch’ú7mut Contracting Ltd as a business unit, including revenue, cost, and margin performance against annual and multi-year targets. * Hold delegated capital and contract sign-off authority up to Board-approved thresholds, without requiring case-by-case pre-approval within policy. * Own the sub-portfolio operating budget, allocating resources across the procurement function to deliver strategic priorities. * Recommend strategic, investment, and major contract-award decisions directly to the Executive Leadership Team (ELT). Team Development and Leadership: * Recruit, train, and mentor procurement team members, providing direct leadership to a multi-tier structure including Manager(s)/ Director(s). * Conduct performance evaluations and provide ongoing feedback, building leadership strength across the function of fostering a collaborative and supportive team environment. * Own succession planning and organizational design for the procurement function, ensuring a durable leadership and capability pipeline. Stakeholder Engagement: * Act as the principal external face of Nch’ú7mut, representing Nch’ḵay̓ at a senior/executive level with Nch’kay Board, Squamish Nation Council, industry partners, and government stakeholders. * Ensure that Nch’ú7mut is represented correctly in all external engagements. * Lead high-stakes, complex negotiations on behalf of Nch’ú7mut, exercising independent judgment on strategy and positioning. Other * Contribute to the development and maintenance of a positive workplace culture. * Perform other duties as required. * Working additional hours as required and within reason. * Adheres to and promotes Nch’ḵaỷ’s six Guiding Principles (Leadership, Trust, Respect, Wisdom, Competence, and Passion). What you bring: * Minimum of 10 - 12+ years of progressively senior procurement experience, including 5+ years in a senior leadership or general management capacity with full P&L or business-unit accountability, preferably in the construction and infrastructure sectors. * University degree in Business or Finance along with formal training in procurement, EPC (Engineering, Procurement, and Construction) certification such as CEPC (Certified EPC Project Manager), PMI-CP (Project Management Institute-Construction Professional) or equivalent. * Strong understanding of the construction and infrastructure industry, including but not limited to; market trends, regulations and key players. * Comprehensive knowledge of the EPC bid/tender process, including proposal development, evaluation, and contract negotiation, and experience working for an EPC or through EPC contracts exceeding $30M. * Thorough knowledge of contract law and demonstrate experience negotiating and administering complex, high-value contracts. * Strong working knowledge of P&L management and capital budgeting, with proven experience in a role carrying full business-unit financial accountability. * Demonstrated experience leading a multi-tier team, including direct leadership of managers or directors, across both public and private sector procurement. Assets: * Experience working with or within Indigenous communities or organizations, demonstrating cultural sensitivity and understanding. * Understanding of the Sḵwx̱wú7mesh Nation’s values, culture, and business objectives. * Knowledge of corporate governance principles and compliance requirements.
