New Value Solutions, a national IT consulting company, is seeking a Technical Project Manager to support Alberta Education and Childcare with the development, implementation, and support of the new LearnAlberta.ca platform and related applications. The successful consultant will act as the Technical Project Manager on an in-flight Agile, cloud-based software development project and support multiple technical initiatives within a digital content management and delivery environment. The consultant will lead the planning and delivery of technical initiatives, with responsibility for managing risks, dependencies, timelines, cross-project coordination, Agile delivery activities, technical discussions, and stakeholder communication. The role requires a strong combination of technical project management, web software development delivery, cloud infrastructure, CI/CD and release management, project governance, and technical leadership. Responsibilities: Provide project management services for the development, implementation, and support of new LearnAlberta.ca and related applications. Provide program support and project management across multiple technical initiatives as required. Act as the Technical Project Manager for Agile web software development initiatives. Lead and manage multiple projects and technical teams concurrently. Lead Agile delivery activities, including sprint planning, backlog management, stakeholder coordination, and team delivery. Manage project plans, schedules, timelines, dependencies, deliverables, issues, and risks. Provide technical leadership to project teams. Lead technical discussions and help bridge communication between business stakeholders and engineering teams. Influence solution design and support the resolution of technical delivery issues. Provide architectural guidance for cloud and non-cloud-based solutions. Manage web software development initiatives hosted on cloud infrastructure such as AWS, Azure, or GCP. Coordinate release governance, environment management, CI/CD processes, and software deployment activities. Manage projects involving multiple integrated technical components, authentication and identity services, external system integrations, content management functionality, and large-scale public user access. Assign work, monitor progress, and provide project management direction to staff and consultants in alignment with organizational goals, strategies, and standards. Identify, assess, track, mitigate, and communicate project risks. Escalate project issues and risks promptly and appropriately. Manage project governance, stakeholder communication, executive reporting, and decision-making processes across multiple projects. Deliver weekly status reports to senior leadership covering project status, progress, task reviews, timelines, risks, issues, and outstanding deliverables. Lead or assist in the development of business cases and other technical documentation as required. Collaborate with clients and stakeholders to gather and clarify project requirements. Manage and report on projects using industry-standard project management practices and tools. Use project management tools such as Azure DevOps, Smartsheet, or equivalent platforms. Use AI-assisted tools where appropriate and approved by the client to enhance project management effectiveness, while independently validating all project management decisions and outcomes. Requirements: A university degree or two-year diploma in Computer Science or a related discipline from an accredited post-secondary institution and a minimum of seven years of experience working on web-based software development projects; or A one-year certificate in Computer Science or a related discipline from an accredited post-secondary institution and a minimum of nine years of experience working on web-based software development projects. A minimum of three years of direct experience project managing Agile web software development projects. Demonstrated experience managing web software development projects, including Agile delivery leadership; Backlog management; Stakeholder coordination; Sprint planning; and Team delivery. Demonstrated experience managing web software development projects on cloud infrastructure such as AWS, Azure, or GCP, including Release governance; Environment management; CI/CD processes; and Deployment coordination. Demonstrated experience and familiarity with project management tools such as Azure DevOps; Smartsheet; or Equivalent project management and delivery tools. Demonstrated experience managing web software development projects involving Multiple integrated components; Authentication and identity services; External system integrations; Content management functionality; and Large-scale access by public users. Demonstrated experience providing technical leadership, including Leading technical discussions; Influencing solution design; Resolving technical delivery issues; and Bridging business and engineering teams. Demonstrated experience managing Project governance; Executive reporting; Stakeholder communication; and Decision-making processes across multiple projects. Demonstrated experience in risk management and mitigation within web software development projects, including Risk identification; Risk assessment; Risk tracking; and Development and implementation of mitigation strategies. Strong ability to manage multiple technical projects and teams concurrently. Strong communication, stakeholder-management, technical leadership, documentation, and project-delivery skills. Ability to work effectively within an established Agile software development environment and collaborate with business, technical, engineering, and leadership stakeholders. Ability to produce clear written status reporting covering overall project progress, services completed, remaining deliverables, expected delivery timelines, issues, concerns, and schedule impacts. Ability to comply with client security, access, network, confidentiality, and privacy requirements. Ability to successfully complete a criminal record check if selected for the engagement.
