Job Posting Location: Riyadh, KSA Position Objective Lead the establishment and operation of the Project Management Office (PMO) for large-scale Traffic Safety Management and ITS programs. Drive project governance, portfolio oversight, executive reporting, stakeholder engagement, and delivery assurance to ensure successful execution of strategic initiatives. Establish standardized project management processes, monitor program performance, and support executive decision-making through effective governance and reporting. Job Description & Key Responsibilities: PMO Leadership & Governance Establish and lead the Project Management Office (PMO), ensuring effective governance, standardized processes, and delivery excellence across multiple projects. Develop and maintain the PMO Charter, governance framework, project lifecycle methodology, and operating procedures. Define project governance structures, approval workflows, reporting standards, and stage-gate review processes. Ensure compliance with organizational policies, governance frameworks, and project management best practices. Portfolio & Delivery Management Provide oversight of multiple Traffic Safety Management projects to ensure alignment with strategic objectives. Monitor project performance against scope, schedule, budget, quality, and key milestones. Track project dependencies, critical risks, and cross-functional issues affecting program delivery. Drive timely issue resolution and escalation management to support successful project execution. Executive Reporting Prepare executive dashboards, portfolio performance reports, governance updates, and Steering Committee presentations. Consolidate project status across all workstreams to provide accurate portfolio-level reporting. Present delivery performance, key risks, milestones, financial status, and strategic insights to senior leadership. Develop and maintain project health indicators and performance KPIs. Stakeholder Management Build strong relationships with executive leadership, project sponsors, business stakeholders, consultants, contractors, and delivery teams. Facilitate governance forums, Steering Committee meetings, and executive review sessions. Ensure effective communication and alignment across all project stakeholders. Support executive decision-making by providing timely and accurate project information. PMO Standards & Continuous Improvement Develop and maintain standardized project templates, reporting formats, governance documentation, and project repositories. Promote best practices in project management, governance, reporting, and performance monitoring. Identify opportunities to improve PMO processes, reporting automation, and delivery efficiency. Support organizational maturity in project and portfolio management. Project Assurance & Closeout Monitor compliance with project governance, documentation standards, and delivery methodologies. Support project audits, lessons learned workshops, benefits realization, and project closure activities. Ensure all projects complete governance requirements before operational handover and closeout. Qualifications & Experience: Bachelor's degree in Engineering, Information Technology, Business Administration, Project Management, Data Analytics, Transportation, or a related discipline. Minimum 12+ years of experience in PMO reporting, project coordination, project controls, reporting analysis, or management reporting. Experience supporting infrastructure, transportation, traffic management, ITS, engineering, or government programs is preferred. Experience preparing executive reports, dashboards, meeting documentation, and project performance reports. Strong experience working with project teams to collect, validate, and analyze project data.
