Job ID: 26-24009 Job Title: Senior Business Analyst Location: Toronto, ON/Hybrid Duration: 250 business days with possible extension Client: Public Sector Pay Rate: CAD $80/hr - $85/hr Must have: 7+ years of Business Analysis experience, including 3+ years in senior Business Analyst roles supporting large-scale digital, identity, or technology programs. Proven experience developing detailed, testable business and functional requirements, user stories, acceptance criteria, process flows, workflows, business rules, and implementation-ready system documentation. Proven experience analyzing and documenting complex workflows, decision points, exceptions, dependencies, data requirements, and functional requirements. Hands-on experience working within Digital Identity, Identity and Access Management (IAM), authentication, authorization, access management, identity lifecycle management, or interoperability domains. Experience working with Azure DevOps (ADO) to manage work items, refine backlogs, organize user stories, track delivery status, and maintain requirements documentation. Proven experience developing and managing data requirements, including data elements, data structures, data mappings, and data flows supporting system interoperability. Experience working in multi-stakeholder public-sector or healthcare environments. Demonstrated ability to independently analyze, decompose, and document complex functional requirements and translate business needs into implementation-ready requirements. Strong experience leading discovery sessions and translating business needs into user stories, business rules, workflows, dependencies, and detailed acceptance criteria. Experience collaborating with business stakeholders, architects, Product Owners, testers, developers, integrators, and vendors to drive alignment and obtain approval of requirements. Experience identifying and resolving inconsistencies, gaps, dependencies, and conflicts across user stories, workflows, and capability areas. Strong understanding of Agile delivery practices, including backlog refinement, Agile ceremonies, and Definition of Ready. Strong written and verbal communication skills, with the ability to communicate complex business and technical requirements to diverse stakeholders. Demonstrated experience maintaining requirements traceability and ensuring documentation quality and alignment with business, architecture, security, and integration standards. Experience researching and analyzing IAM and digital identity concepts to support requirements development and close business or technical knowledge gaps. Knowledge of digital identity and security frameworks and protocols, including OAuth 2.0, OpenID Connect (OIDC), SAML, or NIST 800-63. Experience working with health information management, provider data, digital health ecosystems, or healthcare interoperability. Familiarity with public-sector governance, privacy, cybersecurity, and information security considerations. Proficiency with Azure DevOps, Confluence, Miro/Lucid, Visio, and Excel. Experience working with solution integrators, large vendor teams, and complex multi-stakeholder environments. Role and Responsibilities: Analyze and decompose complex business and technical workflows, data needs, decision points, dependencies, and exceptions for Identity, Authentication, and Authorization (IAA) solutions. Translate approved business outcomes, policies, standards, operational needs, and solution direction into clear, precise, and testable business and functional requirements. Develop detailed user stories and acceptance criteria that align with business rules, architecture, security, integration, and interoperability requirements. Analyze existing ONE ID service workflows and document current-state processes, business rules, operational procedures, dependencies, and system interactions. Support the analysis and development of future-state requirements and backlog items for the ONE ID 2.0 program. Ensure alignment between current ONE ID operational processes and the future-state ONE ID 2.0 backlog. Identify and resolve inconsistencies, gaps, dependencies, and conflicts across requirements, user stories, workflows, and capability areas. Develop and maintain process flows, workflow diagrams, functional specifications, business rules, data requirements, and other implementation-ready documentation. Analyze data requirements, including data elements, structures, mappings, data flows, and dependencies required to support interoperability across identity services and connected systems. Conduct discovery sessions and workshops with business stakeholders, architects, Product Owners, testers, integrators, vendors, and other project teams. Collaborate with cross-functional teams to clarify requirements, resolve open questions, identify dependencies, and drive timely decisions. Support Agile delivery activities, including backlog refinement, sprint planning, daily ceremonies, reviews, and other Agile practices as required. Use Azure DevOps to create and manage work items, organize and refine user stories, document acceptance criteria, track delivery status, and maintain backlog traceability. Ensure user stories and requirements meet the Definition of Ready before entering delivery. Validate requirements against existing ONE ID service workflows, operational processes, business rules, and technical constraints. Support issue and gap triage by analyzing operational impacts, identifying root causes, documenting findings, and recommending appropriate actions. Research IAM and digital identity concepts, including authentication, authorization, identity lifecycle management, access governance, and interoperability, to support requirements development. Support partner engagement by preparing business analysis documentation, requirements materials, process information, decision records, and other stakeholder-facing artifacts. Maintain end-to-end traceability between business requirements, user stories, acceptance criteria, solution design, testing, and implementation outcomes. Ensure requirements and documentation are complete, accurate, consistent, and aligned with applicable business, privacy, security, architecture, and interoperability standards. Support operational and project-related activities for the current ONE ID service, including process documentation, requirements validation, issue analysis, and operational impact assessment. Identify opportunities to improve current-state processes and support the transition toward future-state identity and access management capabilities. Collaborate with solution architects and technical teams to ensure business requirements are technically feasible and aligned with the overall solution direction. Support project coordination and management activities for small initiatives, including planning, tracking, reporting, issue management, and stakeholder coordination. Conduct research, analysis, and investigative activities to support decision-making and resolution of complex business and operational issues. Prepare status updates, analysis reports, requirements documentation, presentations, and other project deliverables as required. Ensure effective stakeholder engagement and communication throughout the requirements lifecycle. Support the development of secure, scalable, interoperable, and sustainable identity services across the healthcare ecosystem.
