Client: Province of New Brunswick Business Days: 500 Closing Date/Time: 9/10/2026, 10:30 AM Office Location: In Fredericton, Remote Estimated Work Start Date: 9/28/2026 Estimated Work End Date: 9/27/2028 Standard Hours per day: 7.5 Note The location of work will be Remote, but the proponents should be able to travel to the province of New Brunswick at least once a month throughout the project duration. Role Overview The successful proponents must deliver the following, to successfully complete the engagement: Current‑State Data and Reporting Workflows Future‑State Data and Reporting Workflows Business Requirements Documentation Requirements Traceability Log Functional Design Documentation Use Cases and User Scenarios Indicator and Metric Definitions Testing and Data Validation Artefacts Stakeholder Review and Sign‑Off Materials The individual will be required to sign a non-disclosure agreement and complete the Department’s Privacy Training prior to commencing the assignment. Mandatory Requirements University degree in Healthcare, Business Administration or Information Technology AND direct experience with Business Intelligence work, identifying requirements and developing dashboards and reporting tools OR equivalent combination of education and Business Intelligence work experience. Demonstrated Canadian progressive experience in hospital and/or digital health environment supporting large-scale clinical information system implementations, digital health transformation programs, or provincial and regional health system modernization initiatives. Demonstrated expertise translating complex clinical, operational, and business needs into structured, implementation-ready requirements in a BI environment — including reporting specifications, analytics frameworks, KPI definitions, dashboard requirements, standardization of data dictionaries, business rules and terminology The candidate must be available to start work on or about the date specified in Section 8 of the SOW. Scored Requirements Exceptional verbal, written, and presentation skills to communication, convey, and facilitate topics (such as; standardization of work, terminology, performance measures, reporting needs, or business processes) to foster collaboration, obtain buy-in and consensus, and influence change to enable healthcare transformation (e.g., PPT presentations and briefings for executives, clinicians, technology teams). Demonstrated strong organizational skills to meticulously document decisions, synthesizing discussions and maintaining logs and registers. monitoring progress against plans, identifying dependencies, risks, etc. Demonstrated experience achieving consensus across multiple organizations, programs, or stakeholder groups on standardized workflows, terminology, performance measures, reporting requirements, or business processes within complex Canadian healthcare environments. Demonstrated experience analyzing and capturing current-state clinical and operational workflows and facilitating the design of future-state processes enabled by large scale acute care Clinical Information Systems or other transformative digital health technologies. Strong verbal and written communication, facilitation, and presentation skills in both French and English are strongly preferred.
