RQ00370 – Business Analyst BA3 Client: Province of New Brunswick Role Snapshot Requisition: RQ00370 Job Title: Business Analyst BA3 Work Location: Fredericton, New Brunswick Work Arrangement: Remote Travel Requirement: Must be able to travel to New Brunswick at least once per month throughout the project Estimated Start Date: September 21, 2026 Estimated End Date: August 23, 2028 Business Days: 500 Standard Hours: 7.5 hours per day Closing Date/Time: August 26, 2026 at 10:30 AM Security/Compliance: Non-Disclosure Agreement and Department Privacy Training required before commencement Role Overview The Province of New Brunswick is seeking an experienced Business Analyst BA3 / Clinical Informatics Analyst to support a large-scale clinical standardization and digital health transformation initiative. The successful candidate will work closely with clinical experts, healthcare providers, project teams, subject matter experts, and stakeholders to gather and validate business and clinical requirements, conduct gap and process analysis, facilitate workshops, develop use cases and solution documentation, and support the implementation of a Clinical Information System (CIS). The ideal candidate will bring strong experience in acute care digital health transformation, EHR/CIS implementations, clinical documentation, therapeutic services, clinical workflow analysis, and healthcare business analysis, with excellent facilitation and stakeholder engagement skills. Key Deliverables & Responsibilities Business & Clinical Requirements Analysis Conduct detailed reviews of existing business and clinical requirements. Gather, analyze, validate, and document business, clinical, and information technology requirements. Perform comprehensive gap analysis to identify current-state and future-state requirements. Analyze client and business requirements to support the development, operation, and deployment of the clinical standardization project. Recommend and implement solutions aligned with defined project objectives. Monitor implemented solutions and assess their effectiveness. Clinical Stakeholder Engagement & Facilitation Collaborate with clinical experts to gather input and insights for developing and refining clinical standards. Design and facilitate workshops with healthcare providers and clinical stakeholders. Lead requirements-gathering sessions to identify business and system requirements. Facilitate discussions to develop user stories, use cases, workflows, and solution requirements. Work effectively with project team members, subject matter experts, healthcare providers, and stakeholders at all levels. Develop effective communication approaches to support stakeholder engagement throughout the project lifecycle. Business Process & Solution Analysis Conduct business process analysis and detailed solution design activities. Validate existing processes and identify opportunities for improvement and standardization. Develop and maintain detailed process and solution documentation. Create workflows, use cases, user guides, training materials, and other supporting documentation. Support seamless adoption and implementation of clinical standards. Clinical Information System Implementation Support large-scale acute care digital health transformation and CIS implementation activities. Build, validate, and test clinical content within the Clinical Information System (CIS). Support the development and implementation of clinical documentation and therapeutic-service requirements. Collaborate closely with project teams to ensure successful delivery and implementation of clinical standardization initiatives. Contribute to solution validation, testing, implementation, and deployment activities. Mandatory Requirements University degree in Healthcare, Business Administration, Information Technology, or an equivalent combination of applicable education and experience. Demonstrated experience working as a Clinical Analyst, Clinical Informatics Analyst, or equivalent. Experience with clinical documentation requirements gathering, workshop facilitation, use case analysis, business process analysis, detailed design activities, and business analysis documentation within the last 10 years. Demonstrated experience as a Business Analyst/Clinical Informatics Analyst on a large-scale acute care digital health transformation or CIS implementation project. Direct experience building or implementing a Clinical Information System (EHR/CIS) of similar scale. Demonstrated experience developing clinical deliverables supporting therapeutic services. Scored Requirements Clinical Business Analysis & Healthcare Delivery Experience as a Clinical Business Analyst responsible for: Documentation-related requirements gathering Workshop facilitation Use case analysis Business process analysis Detailed design/build activities Implementation Clinical documentation related to therapeutic services Additional consideration for experience with: Computerized Provider Order Entry (CPOE) Order sets Clinical documentation Pharmacy services Medical Imaging Laboratory services Communication & Facilitation Strong verbal and written communication skills. Strong presentation and facilitation capabilities. French and English bilingual communication skills are strongly preferred. Demonstrated experience leading workshops with healthcare providers to identify and articulate business and system requirements. Experience developing user stories and/or use cases. Stakeholder & Collaboration Skills Demonstrated ability to work with a high degree of self-direction. Strong interpersonal and relationship-management skills. Ability to confidently engage with project teams, subject matter experts, clinical professionals, and stakeholders at all organizational levels. Strong collaboration and stakeholder engagement capabilities. Multi-Project Delivery Demonstrated ability to manage multiple priorities and tasks simultaneously. Experience working with multiple teams and supporting more than one project stream or activity at a time. Ability to operate effectively in complex, fast-paced project environments. Tools & Technology Knowledge and practical experience with Microsoft Office 365, including: Excel Word PowerPoint Visio Outlook Teams Experience using Atlassian JIRA in a project/work environment. Public Healthcare Experience Previous experience working within public health authorities. Strong understanding of public healthcare environments, policies, processes, and practices. Experience within the New Brunswick healthcare system is an additional advantage. Ideal Candidate Profile The ideal candidate will be a senior Clinical Business Analyst / Clinical Informatics Analyst with hands-on experience in acute care environments and large-scale digital health transformation initiatives. Candidates should be comfortable working directly with clinical stakeholders and translating clinical needs into clear business, functional, and system requirements. Strong candidates will ideally have experience with CIS/EHR implementations, clinical documentation, therapeutic services, CPOE, order sets, ancillary healthcare services, workshop facilitation, process analysis, and healthcare technology implementation.
