Client: Ministry of Public and Business Service Delivery and Procurement Work Location: 5700 Yonge St, Toronto, Ontario – Onsite Estimated Start Date: September 15, 2026 Estimated End Date: March 31, 2027 Business Days: 133 Extension: Probable after the initial mandate Hours: 7.25 hours per day Security Level: No Clearance Required Position Overview We are seeking a Senior Software Developer with extensive experience designing, developing, integrating, and supporting complex enterprise-level IT solutions. The successful candidate will have strong full-stack and multi-tier development expertise, including REST APIs, SOAP/WSDL web services, JSON/XML messaging, web technologies, database platforms, and third-party system integrations. The ideal candidate will also have proven experience leading technical teams, conducting solution design and code walkthroughs, resolving complex technical issues, and delivering large-scale enterprise IT solutions within structured and highly regulated environments. Key Responsibilities Conduct requirements analysis in collaboration with Business Analysts and project stakeholders. Develop conceptual, logical, and physical solution design and architecture artifacts. Participate in architecture checkpoints and provide required technical support. Conduct solution design walkthroughs with technical and project teams. Develop and maintain comprehensive technical and user documentation. Design, develop, code, and integrate system and solution components. Perform system unit testing and integration testing. Develop test cases and supporting documentation for unit and integration testing. Collaborate with system testers to develop test cases for functional, performance, and vulnerability testing. Lead technical discussions and provide guidance to system analysts, developers, and testers. Conduct code reviews and solution design walkthroughs. Provide technical leadership throughout the software development lifecycle. Troubleshoot, debug, refactor, and optimize complex applications and system components. Identify technical issues and coordinate their resolution with appropriate technical teams. Research emerging technologies and assess their applicability to client requirements. Develop technical recommendations, design alternatives, and effective solutions. Coordinate with project staff, external stakeholders, service delivery partners, and technical teams. Support knowledge transfer activities and provide technical guidance to project team members. Work effectively across multiple assignments and priorities while meeting project deadlines. Ensure solutions adhere to applicable architecture, security, privacy, and IT standards. Required Skills & Experience Technical Skills and Experience – 30 Points 10+ years of demonstrated knowledge and experience in IT systems development across multi-platform environments, including web, desktop, mobile, mainframe, and micro/mini systems. Extensive experience with multi-tiered open-standard technologies, including: JSP/Servlet JEE EJB JNDI JDBC JMS XML JSON REST SOAP-based Web Services Struts Framework Tomcat Apache Oracle Designer WebSphere WebLogic SUN Solaris Windows Server environments .NET VPN PKI LDAP Oracle RDBMS / PL/SQL Source code and application package management tools Thorough knowledge of large-scale and complex systems analysis methodologies. Strong understanding of software design, development, programming concepts, Internet/Intranet technologies, and emerging technologies. Systems Components, Development & Integration – 20 Points Advanced experience with full-stack, multi-tier solution analysis, design, coding, and systems integration. Strong experience with: REST APIs SOAP/WSDL Web Services JSON/XML messaging Web components UI libraries and frameworks Third-party solutions and service integrations Experience using design and development tools such as: MS Visio Power Designer Eclipse JetBrains IntelliJ Visual Studio Code / Atom Other comparable development and architecture tools Technical Project Leadership – 15 Points Proven experience leading development teams in delivering end-to-end enterprise-level IT solutions. Ability to conduct solution design and code walkthroughs. Experience providing technical leadership to system analysts, developers, and testers. Knowledge of project management methodologies, analytical tools, work estimation, processes, and ITIL best practices. Experience leading major and complex IT projects involving technical staff and external consultants. Ability to manage technical deliverables and ensure projects remain within defined scope, timelines, and quality expectations. Analytical & Problem-Solving Skills – 15 Points Strong ability to identify, analyze, and coordinate the resolution of technical problems and incidents. Experience conducting technical research, assessing client requirements, and developing recommendations. Experience with systems debugging, refactoring, optimization, and performance improvement. Ability to develop technical design features and alternatives supporting effective operation of hardware and software platforms. Strong understanding of IT security and quality-control considerations within technical solutions. Communication, Consultation & Interpersonal Skills – 15 Points Excellent communication skills with the ability to prepare technical reports and documentation and explain complex solutions to technical and non-technical stakeholders. Ability to work collaboratively with project teams and external stakeholders on application development methods and technical solutions. Experience collaborating with, monitoring, and managing service delivery partners. Ability to participate effectively in IT working groups, committees, and technical discussions. Ability to manage multiple assignments concurrently. Strong interpersonal, consultation, facilitation, and negotiation skills. Strong stakeholder engagement and consulting capabilities. Demonstrated ability to work effectively as part of a team and consistently meet deadlines. Public Sector Experience – 5 Points Ability to understand and apply government strategies, directives, policies, procedures, and guidelines.
