Summary/Purpose Position Description & Qualifications Direct Fire Prevention Personnel. Accountable to provide organizational leadership through developing, implementing, and managing annual business plans to meet contract requirements for assigned sections. Ensure compliance with all Serco Canada Inc. policies and procedures, including but not limited to Code of Conduct and Ethics, Serco Management System, PDR’s, etc. Help our customer deliver vital services more efficiently, while increasing the satisfaction of the end customers. Key Responsibilities Direct emergency response activities to life or property threatening incidents. Manages and/or conducts Fire Loss Limiting Engineering Project Reviews. Conduct fire investigations. Directs scheduled inspection, testing and/or maintenance of fire systems and equipment. Manage Fire Operations and Training. Monitor and manage all records and deliverables IAW statement of work. Establish objectives for the department and formulate or approve policies and programs. Coordinate the work of Emergency Services. Authority in line with financial approval framework, including budgeting, KPI reporting and input into annual operating and capital budgets. Direct subordinate supervisors and employees in performance of section tasks and responsibilities. Ensure all deliverables and other reports are completed accurately and on time. Selection, performance evaluation and overall management and motivation of subordinate staff in accordance with human resources policies/employment legislation and in support of Serco’s Values. Ensure that standards for the accomplishment of short-term priorities are clearly articulated and that resources are made available to achieve the standard. Track the success of major initiatives and make mid-course corrections. Communicate key business objectives and results to Supervisors and front-line staff. Visibly demonstrate Serco Values and work practices and ensure that all staff across the organization are practicing these Values daily. Maintain strong working relationships with key external stakeholders. Accountable for delivering optimal site results within appropriate performance metrics including quality, quantity, timeliness, productivity, customer satisfaction, and financial performance. Accountable for developing, implementing, and managing to business plan and delivering the agreed outcomes. Accountable for selecting, developing, and managing a high-performance team of employees to achieve expected outcomes. This includes delegating appropriate deliverables to subordinate staff and direct reports and holding them accountable for delivery with formal and informal performance reviews and management tools. This includes assignment of overtime where necessary. Accountable for key supplier relationships, collaboration with corporate groups and other external stakeholders. Accountable for ensuring that Serco’s interests are represented in joint partnerships or ventures. Responsible for performance management of subordinate supervisors and employees, including authority to hire, initiate corrective action upon, terminate subordinate staff in line with HR approval model. When required, perform the duties of TA Project Manager. Duties include but are not limited to: Responsible for the entire project, ensure project stays on track meeting budget, timelines, labor, and materials projections Act as main point of contact for all customer and Serco inquiries Responsible to work with other Serco staff/management/PCC in order to coordinate the work between departments to complete project’s overall goal, includes the scheduling of staff and equipment Proactively and frequently communicate with customer and applicable Serco departments re project status/any variation in originally projected scope/timeline/budget as well as how customer mandated changes impact original deliverable Ensure all work orders associated with project are accurate and closed in a timely manner to allow for efficient billing and payment. Other related duties relevant to this position as may be required. Comply with all regulations, policies and procedures pertaining to the operations including occupational health and safety, environmental, drug and alcohol, and quality. Job Requirements EDUCATION /CERTIFICATIONS: Minimum of three years’ experience as a Fire Service Manager in a dual role (Structural and ARFF) fire department. Possession of a valid Class 3 NL Driver’s license with 9 air brake endorsement. Possession of or the ability to obtain and maintain a Ramp Defensive Driving Course (DND/RDDC) certification to operate vehicles on the airfield is required. Ability to obtain and maintain Secret Level II security clearance is required. Ability to successfully complete pre-employment drug and alcohol test. Ability to obtain drivers abstract. KNOWLEDGE and EXPERENCE Qualified Fire Officer IAW NFPA standards. Fire Protection engineering degree or related training and experience. General working knowledge of environment, occupational health, and safety regulations. Previous managerial/supervisory experience and strong performance management experience. Excellent computer skills in MS Office suite. MS Project experiences a benefit. Excellent communication and interpersonal skills. Comprehensive understanding of concepts and principles within own discipline and knowledge of others. Thorough understanding of the operational aspects of the Goose Bay program - technical, business, and financial. Ability to evaluate risk and related mitigation strategies. Ability to successfully pass a pre-employment drug and alcohol screening test. Contractual understanding of commercial and labour agreements. Communicates effectively – able to articulate ideas in a clear and persuasive manner. Initiative – the ability to think and act ahead, takes a proactive approach in anticipating problems and driving opportunities. Manages people effectively – follows through with performance management including objective setting, regular feedback, and review. Strong project management skills with the ability to work on and track multiple projects simultaneously. SKILLS/Competencies (Interpersonal Communication, Financial, Managerial, Problem Solving) Effective communication skills and ability to work cross functionally within the organization. Solid technical, business and project management knowledge. Excellent collaborative leadership and organizational skills. Stellar internal and external relationship building skills. Strong degree of integrity and judgment. Relevant related industry experience is essential including experience in construction, operations, business, airfield operations, and systems. Able to effectively delegate authority as required. Willing to take ownership for the outcomes of projects within scope of responsibility. Strong planning, coordination, execution, and analytical skills. An understanding of finance, purchasing and contracting, operations and maintenance, and engineering processes. Proven ability to meet deadlines and changing priorities. Managerial leadership skills: Capability in applying and ensuring consistent Performance Management practices (Coaching, Feedback, Expectations, Corrective Action, etc.). Capability in ensuring the overall development of direct reports and teams. Solid decision-making skills to manage outcomes. Team building aptitude, focus on productivity and collaboration. Demonstrated capability in planning, implementing, and leading change initiatives ensuring adequate change leadership. Solid communication skills to appeal to broad audiences including managerial, direct reports, and cross-functional relationships. Capability to influence others internally and externally, including senior leaders. Presents with impact. This includes skillfully facilitating discussions and confidently expressing ideas and insights when appropriate. Capability to exchange ideas and information effectively using tact and diplomacy when dealing with others.
