Hiring IT Project Manager – Early Learning & Child Care, Stafingo | Public Sector Contract | Remote Across Canada Stafingo is hiring an experienced IT Project Manager to support a public sector client on a major Early Learning and Child Care (ELCC) technology modernization initiative. This is a fully remote opportunity for a senior project management professional with a strong background in complex IT implementations, large-scale data migration, stakeholder management, governance, and enterprise systems. The successful candidate will lead the project through planning, development, implementation, operational start-up, transition, and closeout, ensuring that scope, schedule, budget, quality, risks, dependencies, and stakeholder expectations are effectively managed. Position Details : Position Title : IT Project Manager – Early Learning & Child Care Employment Type: Contract Location: 100% Remote – Canada Start Date: October 1st, 2026 End Date: March 31, 2027 Extension : Potential additional 12 months Compensation: $80/hr T4 – $100/hr INC Working Hours Monday–Friday, 8:30 AM–5:00 PM MT Background Check: Basic Background Check Position Overview : The project involves the modernization and integration of fragmented administrative processes into a centralized technology solution supporting areas such as: Licensing and permitting Grants administration Educator certification Compliance tracking Case management Document management Data migration and integration Enterprise reporting and operational workflows The successful Project Manager will be responsible for providing strong project leadership and ensuring that the initiative is delivered within established time, cost, scope, quality, and performance parameters. This role is particularly well suited to candidates who have worked on large, complex public-sector technology programs, enterprise application implementations, regulatory or compliance systems, licensing platforms, case management solutions, or projects involving significant data migration. Key Responsibilities : Project Leadership & Delivery : Lead the project throughout development, implementation, operational start-up, transition, and closeout. Establish project objectives, scope, deliverables, milestones, governance structures, and success criteria. Ensure appropriate resources are available throughout the project lifecycle. Develop project plans and establish clear accountabilities for project team members. Define project roles, responsibilities, terms of reference, and governance processes. Ensure project deliverables are completed according to approved timelines and quality expectations. Coordinate project sign-off and transition to operations. Project Planning & Scheduling Develop and maintain detailed project schedules. Create and maintain Work Breakdown Structures (WBS). Establish milestones, dependencies, activities, and critical path. Monitor project progress against approved baselines. Identify scheduling conflicts, dependencies, resource constraints, and potential delays. Conduct critical path analysis and develop recovery plans when required. Coordinate schedules across internal teams, vendors, technical resources, and external stakeholders. Governance, Reporting & Controls Establish and maintain appropriate project governance and reporting processes. Provide regular project status reports to stakeholders and project leadership. Monitor project performance against approved scope, schedule, budget, and quality objectives. Identify and escalate issues requiring management attention. Maintain project documentation, decision logs, action registers, and governance artifacts. Manage project change requests and assess their potential impact on scope, schedule, cost, and resources. Risk & Issue Management Identify, assess, document, and manage project risks and issues. Develop mitigation and contingency strategies. Maintain risk and issue registers throughout the project lifecycle. Proactively identify emerging risks associated with implementation, data migration, integration, vendors, resources, and operational readiness. Escalate critical risks and issues through appropriate governance channels. Stakeholder & Vendor Management Work closely with stakeholders representing diverse professional, technical, operational, and organizational backgrounds. Facilitate discussions to identify and resolve complex project problems. Translate business and technical challenges into actionable project decisions. Coordinate internal and external project stakeholders. Manage vendor relationships and monitor vendor deliverables and commitments. Build consensus among stakeholders with differing priorities, perspectives, and expectations. Implementation & Transition Support the implementation of enterprise software and related business processes. Coordinate data migration, integration, testing, training, deployment, and operational readiness activities. Ensure implementation activities are aligned with the overall project schedule. Coordinate transition activities from project delivery into operational support. Ensure appropriate documentation, training, knowledge transfer, and operational procedures are completed before go-live. Mandatory Qualifications Candidates must meet the following requirements: Valid PMP certification in good standing. Minimum 5 years of experience coordinating complex projects involving large-scale data migrations as a Project Manager. Minimum 2 years of experience working with Canadian government/public-sector organizations. Minimum 3 years of experience working with large stakeholder groups representing diverse backgrounds, functions, and perspectives. Minimum 2 years of experience implementing or managing permitting, compliance, and licensing software/systems. Desirable Qualifications : The following experience will be considered an asset: 2+ years of experience working with Early Learning and Child Care (ELCC) or related public-sector programs. Knowledge or understanding of Canadian childcare legislation and regulatory frameworks. Previous experience implementing AMANDA software. Strong experience with online document management systems. Experience implementing or managing case management systems. Experience with government regulatory, licensing, permitting, compliance, or grants-management platforms. Experience with enterprise application modernization and digital transformation initiatives. Experience managing complex data migration and integration programs. Ideal Candidate Profile : The ideal candidate is a senior IT Project Manager who can operate effectively in a complex public-sector environment and independently manage a project from initiation through operational transition. You should be comfortable working with: Large and diverse stakeholder groups Government and public-sector organizations Enterprise application implementations Licensing and permitting systems Compliance and regulatory platforms Case management systems Large-scale data migrations Vendors and third-party implementation partners Formal project governance frameworks Complex project schedules and dependencies Risk, issue, and change management Executive and stakeholder reporting Strong communication, organization, problem-solving, negotiation, and decision-making skills are essential. The successful resource must provide their own computer and related equipment and ensure they have the necessary access and credentials to perform the assignment. The computer operating system must be a modern version of Windows or macOS. Windows is preferred for compatibility with the required systems. The fixed-rate compensation must be inclusive of applicable overhead, equipment, and related expenses. Training : The selected candidate will be required to complete all mandatory training applicable to the assignment upon hire. If a project falls behind schedule, what steps would you take to recover the schedule? Describe a specific situation where you had to resolve a problem involving people with differing values, ideas, priorities, or perspectives. How did you approach the situation and achieve a successful outcome? Describe a situation where you had to change your approach midway through a project or task because of new information, requirements, or stakeholder input. What did you change and what was the outcome? How much project management responsibility have you had in your recent roles? Describe a recent project and explain specifically how your contribution supported its successful delivery. What experience do you have implementing or managing licensing, permitting, compliance, or regulatory systems? Please provide specific examples. What experience do you have with AMANDA software? If applicable, describe the implementation, configuration, integration, migration, or project management responsibilities you performed.
