Business Analyst 3 - Permanent, Full-Time Location: Winnipeg – Graham Office Classification: Business Analyst 3 (BA3) Pay Range - $46.36 - $58.93 per hour (MGEU Local 399) Who We Are Teranet is Canada’s leader in the delivery and transformation of statutory registry services with extensive expertise in land and commercial registries. Founded in 1991, Teranet operates the Electronic Registration System for the Province of Ontario and Teranet Manitoba is the service provider to the Province of Manitoba. Teranet Manitoba (TMB) specializes in registry service solutions. We’re the exclusive service provider for Manitoba’s Land Registry and Personal Property Registry. About the Role As an advanced-level Business Analyst and key member of the product management team, the Business Analyst 3 (BA3) reports to the Senior Product Manager, Statutory Products and provides project support across Teranet Manitoba. The role leads business analysis activities by defining objectives and priorities, coordinating and reviewing project work, preparing reports, and presenting findings and recommendations to management. The incumbent supports delivery of the product roadmap through strong leadership, resource management and relationship building skills, combined with sound business acumen and a deep understanding of business and user needs. What You’ll Be Doing Lead requirements gathering in partnership with the IT department and relevant teams, using techniques such as interviews, focus groups, document reviews, workshops, surveys, site visits, user stories, use cases, and business process, task, and workflow analysis. Analyze process gaps, information flow obstacles, or system issues and identify opportunities for improvement. Apply critical thinking to information gathered from multiple sources by reconciling conflicts, breaking high-level concepts into detailed requirements, translating detailed information into broader insights, and distinguishing stated user requests from underlying business needs. Develop requirements specifications according to standard templates under the Governance Framework, using natural language and requirements modeling software. Present requirements model and solution proposals from the development team to stakeholders to gain stakeholder buy-in and support for the solution. Validates the solution by collaborating with developers and subject matter experts to successfully bridge the solution’s business requirements to its technical vision. Act as the liaison between the Senior Product Manager, Statutory Products, the development and quality assurance teams, to ensure product and service delivery is timely and cost-effective, that the product meets service level standards, and provides high customer satisfaction. Work closely with the Senior Product Manager, Statutory Products in organizing TMB’s business investment initiatives, including planning, business case development, identifying business requirements, and business solution assessment and acquisition activities. Partner closely with the development teams to ensure there is full understanding and proper execution of requirements Manage workload and timelines for own deliverables, and negotiating with internal and external stakeholders to meet relevant project milestones. Coordinate changing requirements in conjunction with the Senior Product Manager, Statutory Products, and communicates cascading changes to all teams. Communicate the project plan, schedule, status, issues, and risks to stakeholders promptly. Contribute to internal and external stakeholders’ positive perception of TMB as a professional and effective unit of Teranet. Participation in User Acceptance Testing as needed. Review of Quality Assurance and Development artifacts to ensure alignment with business requirements. Use judgment, product, and business knowledge to help stakeholders shape business requirements for the best solution outcome. Mentor, coach and lead other Business Analysts and Quality Assurance teams and act as a resource to other TMB staff. About You Minimum College Diploma or University degree, coupled with 5-10 years of related experience. An equivalent combination of work experience and education may be considered. CBAP® or similar certification, or business analysis coursework towards CBAP® qualification, preferred. Familiarity with Agile methodologies, including SAFe and change management frameworks such as Prosci and ADKAR is preferred. Strong facilitation, presentation and requirements gathering skills, including experience eliciting, analyzing and documenting business requirements. Experience with tools to capture and model requirements (e.g. Blueprint, Visio, CoPilot) and manage software defects (e.g. RMS, JIRA) would be preferred. Knowledge of the Software Development process. Advanced working knowledge of MS Office and AI tools. Strong analytical and organizational skills required, including a thorough understanding of how to interpret stakeholder business needs and translate them into the application and operational requirements. Proven ability and willingness to learn on the job. Excellent verbal and written communication skills and the ability to interact professionally with a diverse group of people; internal and external to the organization. Exhibits strong team building and leadership capabilities, and the ability to drive results. Prior experience in lean management and processes would be considered an asset. Candidates must possess a college diploma or university degree with 5-10 years of related experience. Proficiency in business analysis techniques, Agile methodologies, and requirements modeling tools is required.
