This arrangement will allow you to work some days at a TCHC work location and the rest of the time from home. The amount of time required to work at a TCHC work location is flexible, while considering operational and service delivery requirements. Make a difference Reporting to the Category Manager, the Senior Sourcing Specialist will lead or facilitate several types of procurement projects including the management of complex RFx initiatives, sourcing programs (category management), and related approval processes. The Senior Sourcing Specialist will have the opportunity to improve upon current processes with a goal of centralizing and consolidating company-wide supplier selection to enhance Toronto Community Housing’s productivity. The Senior Sourcing Specialist will also further ensure adherence to Toronto Community Housing’s Procurement policies and procedures, and work collaboratively with Vendor Management, Operations, Legal, Accounts Payable, and other business units across the organization. What you’ll do Management of Procurement Policies and Procedures: Ensure enterprise compliance with policies and procedures, authorities, directives and applicable legislation and purchasing by-laws. Ensures Toronto Community Housing and its subsidiaries meet all “public procurement accountability tests” Serve as a subject matter expert on procurement policy and procedures and advise internal clients accordingly Procurement Planning: Work with executive and senior management to integrate planning and procurement, purchasing practices and supply chain management to drive operational and cost efficiencies (both short-term and long-term) and ensure practices are aligned with business objectives. Update the vendor pre-qualification process including updating the pre-qualification packages and evaluation criteria by category in consultation with each business unit. Manage the procurement pipeline for assigned category sourcing initiatives Management of Sourcing Process: Under the leadership and in close collaboration with your Manager, the Sourcing Specialist will form and lead cross functional working teams to develop and execute sourcing strategies for assigned categories. Provide expertise in the preparation of RFx documents, SLAs and contracts for specific Sourcing events as assigned. Facilitate and support the contract award process which will include the drafting of RFx materials, management and issuance of bid process documents, the vendor selection process and support of ongoing vendor management. Establish and manage assigned roster of approved contractors/suppliers/consultants, managing the full acquisition, negotiation and implementation process for Toronto Community Housing. Oversee the implementation of our strategic sourcing agreements and identifying areas of savings and process improvements through contract consolidation, outsourcing, and other opportunities. Using contract templates or vendor paper, conclude vendor negotiations for approved vendor awards. Ensure the integrity, reliability, timeliness and accuracy of financial data, reports and analyses pertaining to RFx, approvals and procurement systems. Develop and train staff to ensure that they meet required performance standards Vendor Management: Manage and consolidate vendor scorecard development and performance reviews with key stakeholders through the use of electronic tools Work with Business Units to ensure vendor performance scorecards are implemented for all programs and are kept are up to date. Ensure that vendors are providing reports on applicable programs. Support tactical vendor performance management activities including disqualification processes for vendors within assigned categories. What you’ll need 5-7 years’ experience in strategic sourcing/procurement, preferably in the facilities maintenance, construction industry (commercial or residential), or equivalent combination of education and experience with demonstrated success delivering end to end Procurement services Broader Public Sector or Property Management experience is a strong asset Ability to work and navigate effectively in a complex organization projecting ethical leadership Advanced Microsoft Office skills (Word, Excel, PowerPoint) Several years’ experience with automated P2P systems College Diploma Business, Finance, Procurement Certification i.e. OPBA, SCMP, or equivalent as related to Real Estate, Construction or Facilities Management.
