Vice President, Project Development

POSITION SUMMARY: The Vice President, Project Development (“VP Project Development”) is a key executive responsible for leading the project development, operational planning, and execution functions required to advance the Company's mineral projects from Preliminary Economic Assessment (“PEA”) through Pre-Feasibility Study (“PFS”), Feasibility Study (“FS”), and ultimately toward a construction decision. Reporting to the CEO, the VP Project Development is accountable for the planning, coordination, and integration of the engineering, infrastructure, project controls, and operational readiness activities required to advance the Company's development-stage projects. The role's mandate is focused on project development and execution activities following mineral resource definition and estimation. Acting as the Company's project development lead and owner's representative, the VP Project Development is responsible for directing and managing the work of independent consulting engineering firms, technical specialists, and other external service providers while ensuring all technical, regulatory, commercial, and execution workstreams are effectively integrated to support successful project advancement. This position requires a hands-on, execution-focused leader with extensive experience advancing mining projects through the development cycle in remote, highly regulated jurisdictions, ideally within Québec or similar operating environments. KEY DUTIES AND RESPONSIBILITIES: Health, Safety & Sustainability • Champion a strong safety culture (Zero Harm) and the implementation of robust HSE systems. • Ensure sustainability principles are embedded in engineering and operational planning. Project Development & Technical Leadership • Lead and coordinate the activities of consulting engineering firms, technical specialists, and other external service providers responsible for advancing engineering, infrastructure, permitting, environmental, and project execution workstreams from PEA through PFS and FS. • Integrate and reconcile inputs from multiple technical disciplines to ensure project studies, schedules, cost estimates, risks, and development strategies are aligned and support informed executive and Board decision-making. • Provide oversight of all project-development activities following mineral resource definition and estimation. • Ensure mine plans, engineering studies, economic evaluations and project designs remain aligned with mineral resource estimates, technical findings and corporate objectives. • Optimize project design to enhance operability, capital efficiency, risk management, and long-term sustainability. • Establish and maintain project governance frameworks, stage-gate processes, technical standards, and consultant performance expectations to support disciplined project advancement. Site Operations & Execution Readiness • Develop and implement integrated project development plans, including key workstreams, schedules, budgets, risk management strategies, and stage-gate milestones required to advance the project the toward construction readiness. • Lead operational readiness planning, including organizational design, workforce planning, operating philosophies, systems implementation, procurement strategies, and execution planning. • Direct and coordinate multidisciplinary internal and external project teams to ensure effective integration of engineering, permitting, environmental, infrastructure, operational readiness, and project execution activities. Infrastructure & Logistics • Lead the evaluation, planning, and development of project infrastructure, including power supply, transportation corridors, camps, communications, and site access. • Develop logistics and supply chain strategies appropriate for remote and northern operating environments. • Identify and manage infrastructure-related risks, constraints, and opportunities throughout the project development cycle. Leadership & Team Development • Establish and lead the Company's project development function, serving as the primary point of coordination and oversight for consulting engineering firms, technical specialists, and other external service providers. • Select, engage, direct, and manage consulting engineering firms, contractors, and technical specialists, ensuring clear scope definition, accountability, budget control, and delivery of project objectives. • Develop the organizational structure, systems, and owner-team capabilities required to support project advancement, future project execution, and eventual operational readiness. Financial & Investor Support • Collaborate with the CEO, CFO and VP Exploration on capital planning, cost estimates, and funding strategies. • Support investor presentations, technical disclosures (NI 43-101), project development updates, technical studies, and due diligence processes related to engineering, permitting, infrastructure, project execution activities, and due diligence processes. What you Bring to Wallbridge: • Minimum 20 years of progressive experience in mining project development, engineering, and operational readiness. • Demonstrated success advancing mining projects through PEA, PFS, and Feasibility Study stages toward a construction. • Strong understanding of mine planning, mining and processing methods, infrastructure development, project economics, and project execution, including demonstrated experience in gold mining projects. • Experience leading multidisciplinary consulting teams, engineering firms, contractors, and technical specialists. • Proven ability to integrate technical, permitting, environmental, infrastructure, and commercial workstreams into cohesive project development strategies. • Experience managing project budgets, schedules, risks, and stage-gate decision processes for small to medium-scale mining development projects. • Experience advancing projects in remote, regulated jurisdictions, preferably in Québec or similar Canadian mining environments. REQUIRED SKILLS AND ABILITIES: • Strong leadership and project management skills, with the ability to coordinate multiple technical disciplines and workstreams to achieve project objectives. • Proven ability to manage and integrate the work of consultants, contractors, and external service providers while maintaining accountability for project outcomes. • Excellent organizational, planning, budgeting, scheduling, and risk management capabilities. • Strong analytical, problem-solving, and decision-making skills, including the ability to evaluate technical, commercial, and strategic trade-offs. • Excellent communication, relationship-building, and stakeholder management skills, with the ability to engage effectively with executive leadership, Boards, regulators, Indigenous communities, consultants, contractors, and investors. • Strong business and commercial acumen, including an understanding of project economics, capital allocation, and value optimization. • Adaptability, sound judgment, and a commitment to safety, sustainability, and responsible project development. EDUCATION & PROFESSIONAL CREDENTIALS: • Bachelor’s degree in Mining, Geological, Metallurgical, or Civil Engineering • Registered Professional Engineer (P.Eng.) required (or eligible to obtain in a relevant jurisdiction) • Registered Qualified Person (QP) under NI 43-101, eligible to sign off on disclosure for projects located in Quebec • PMP (Project Management Professional) designation strongly preferred • Bilingualism (French and English) is required. Candidates must possess full professional proficiency in French (spoken and written) and be capable of leading meetings, communicating with regulators and stakeholders, reviewing technical documentation, and conducting day-to-day business activities in a Quebec-based operating environment.
