Position Overview Reporting to the Controller, the Senior Financial Analyst, Financial Reporting and Accounting Administration is responsible for a range of financial accounting responsibilities including, but not limited to, assisting in the preparation of the annual consolidated financial statements, the annual Financial Information Return and Public Sector Salary Disclosure for submission for the Ministry of Finance, coordination and preparation of account reconciliations , support with the implementation of finance modernization transformation initiatives underway with the City’s ERP system, JDE Edwards, and special projects in Accounting Services; streamline, develop and administer procedures and policies where required. This role will be responsible for the books, records and preparation of financial statements for all of the City of Vaughan Hydro Corporations and other boards supporting the Manager of Property Tax and Assessment in preparation of tax levy payments and audit confirmations to the Region and School Boards, reviewing and approving Accounts Payable vendor records, supporting the Controller with general ledger maintenance, banking activities, and monthly and quarterly reporting Responsibilities • Responsible for the books and records and preparation of financial statements including notes for all City of Vaughan Hydro Corporations including the preparation of journal entries, bank transfers, monthly bank reconciliations, account analysis, year- end financial statement preparation and liaising with external auditors. • Responsible for books and records and preparation of financial statements or financial reports for other boards (eg KBIA, Tourism Vaughan, VBEC) and cost centres as required. • Joint responsibility for the preparation of the annual audited financial statements, accompanying notes including the segmentation note and associated back-up, working papers and reconciliations. Liaises with external auditors for interim and year end audits. • Joint responsibility for the preparation of the Annual Financial Information Return for the Province, co-ordinating and compiling information. • Responsible for the preparation of the annual Public Sector Salary Disclosure for submission to the Ministry of Finance. • Responsible for the co-ordination and review of the general ledger analysis and reconciliations of the balance sheet accounts including the adjustment entries as required on a monthly, quarterly and annual basis. • Responsible for the review and approval of all new Accounts Payable vendors and vendor changes. • Based on Regional By-laws and Provincial statutes, prepares all tax levy and supplemental tax payments to the Region and School Boards including wire transfers and prepares a year end analysis for audit purposes. Liaises with the Regional and school board staff as required. • Maintains the financial integrity and security of the general ledger and is responsible for account management in the general ledger including account addition/deletion and maintenance. • Responsible for running weekly integrity reports and resolving any balancing issues. Responsible for the preparation of special or confidential financial projects as required such as FOI (Freedom of Information) requests. • Supports the implementation of transformation initiatives and special projects in Accounting Services. • Liaises with City departments, regional government, other municipalities and external agencies for research purposes to exchange information including the preparation of a report or analysis. • Provides back up support to the Controller, Assistant Controller and the Accounts Payable Supervisor as required Other Duties • Responsible for ensuring compliance with the Occupational Health and Safety Act and Regulations and the corporate Occupational Health and Safety Policy and related procedures. • Performs other related duties, as assigned, that are in accordance with necessary departmental or corporate objectives. Qualifications and Experience • University degree in Accounting, Commerce or suitable equivalent. • Minimum of five (5) years’ experience, including three (3) years' senior financial/accounting/experience including policy and procedure development. • Current holder of a recognized accounting designation, in good standing. • Comprehensive knowledge of fund accounting, PSAB accounting standards, financial statement presentation provincial and municipal statutes. • Ability to deal efficiently and courteously with the public and staff. • Possess excellent analytical, multi-tasking, interpersonal, problem solving and communication skills, both oral and written, and the capacity to plan, develop and implement projects. • Proficiency in utilizing Microsoft Office Suite i.e. Word, Excel, PowerPoint, Outlook and other computer applications such as JD Edwards, Adobe Pro, database applications and modelling techniques preferred. • The ability to exercise appropriate judgment and discretion in dealing with confidential information or material. • Knowledge of, and demonstrated ability in, the City’s core competencies and functional core competencies. • Ability to work outside regular business hours, as required.
