Marie Office & Administration POSTED: 20 hours ago Employer Batchewana First Nation ES Job ID 8095 Closing Date August 28, 2026 Salary $66,710.54 - $71,561.88 Duration Full Time Job Description POSITION SUMMARY The Membership and Licensing Administrator is responsible for the administration and delivery of Batchewana First Nation's (BFN) membership and licensing functions in accordance with the Indian Act, applicable legislation, and BFN policies and procedures. The incumbent oversees the Indian Registry program, provides guidance and support to community members, prospective members, internal departments, and external agencies. The position serves as the first point of contact for inquiries related to membership, including registration and entitlement, membership benefits, assertions, available program and services, and licensing matters, providing information, guidance, and referrals as appropriate. Key responsibilities include safeguarding confidential information, maintaining the integrity of membership records and databases, issuing Secure Certificate of Indian Status (Status) Cards, administering licensing processes, and commissioning oaths and affidavits as BFN's Commissioner of Oaths. The position serves as a subject matter expert, ensuring services are delivered accurately, professionally, and in compliance with legislative and organizational requirements. The Membership and Licensing Administrator directly supervises the Membership Assistant. Duties And Responsibilities MEMBERSHIP Protects the confidentiality, security and integrity of sensitive membership, licensing and personal information in accordance with privacy legislation, the Indian Act, and BFN policies. Uses independent judgment and releases information only to authorized individuals. Maintains accurate and current membership records in accordance with the Indian Act, Indigenous Services Canada (ISC) requirements, applicable legislation and BFN policies. Updates the BFN Band List and Access 2000 Membership Database, verifies information, reports marriages, births, deaths and other changes, and implements ISC procedures. Assists members and potential members with applications, affidavits, service navigation, verification letters, entitlement, status cards and child welfare jurisdiction matters. Directly supervises the Membership Assistant by assigning and reviewing work, providing orientation, training and coaching, monitoring performance, resolving operational issues and supporting employee development. Confirms registration and eligibility for internal and external departments and agencies, including Nogdawindamin, Algoma Family Services, and BFN Lands and Housing. Coordinates General Elections, By-Elections and Plebiscites/Referendums by compiling Electoral Officer lists, requesting bids and assisting Electoral/Returning Officers with candidate packages, mailing lists and withdrawals. Supports ISC during annual Treaty Pay and other membership-related payments, compensation, benefits or distributions by attending events, clarifying history and confirming membership information. Guides potential members through registry requirements by verifying applications and supporting documents, copying identification and certifying documents as a Trusted Source. Coordinates transfer requests by posting expressions of concern within required timelines, preparing documents for Council approval and following up with First Nations and ISC to ensure registration and process compliance. Investigates ancestral relationships for individuals seeking to transfer, establish membership or understand a denial by reviewing applications, confirming links to original band members and verifying lineage documentation. Verifies signatures and witnesses documents as Commissioner of Oaths and Affidavits, including paternity affidavits, legal documents and pension withdrawal paperwork. Examines and validates documents in accordance with Certified Integrity Document Officer protocols to protect process integrity. Supports community members with wills and estates by providing will kits, explaining forms and documentation requirements, commissioning eligible documents, maintaining confidential records and referring matters requiring legal advice or estate administration. Maintains current skills and knowledge through workshops, conferences and professional networks related to job responsibilities. LICENSING Administers BFN business licensing and permitting programs, including business permits, bingo licences, alcohol sales licences and other BFN-issued or administered licences and permits. Reviews applications for completeness and compliance with legislation, regulations, policies and BFN requirements; obtains missing information and coordinates required approvals. Serves as the primary liaison with the Alcohol and Gaming Commission of Ontario (AGCO), ISC and other government agencies regarding licensing requirements, approvals, renewals, reporting and compliance. Provides businesses, organizations, community members and event organizers with guidance on licensing requirements, applications, timelines, permit conditions and applicable legislation. Maintains accurate licensing records and databases, tracking applications, approvals, renewals, expiries and supporting documents in accordance with privacy and records-management requirements. Coordinates the issuance, renewal, amendment, suspension and cancellation of licences and permits, ensuring all approvals and documentation are obtained and retained. Prepares accurate and timely licensing correspondence, reports, Council recommendations and supporting documentation. Develops, reviews and recommends improvements to licensing procedures, forms and administrative processes to support efficient service delivery, legislative compliance and consistent application of BFN policies. Maintains current knowledge of legislation, regulations and best practices related to business, alcohol, gaming and bingo licensing, and recommends responses to changes affecting BFN programs or operations. Familiarity with Section 6 of the Indian Act (Bill C-31, Bill C-3, Bill S-3) Experience interpreting and applying legislation, policies, and procedures Previous supervisory or team leadership experience is considered an asset. Requirements KNOWLEDGE SKILLS AND ABILITIES Thorough knowledge of the Indian Act, the Indian Registry System, and related legislation, policies, and procedures, or the ability to acquire this knowledge. Knowledge of Batchewana First Nation governance, programs, services, and community protocols is considered an asset. Strong interpersonal, verbal, and written communication skills, with the ability to communicate effectively and respectfully with community members, leadership, government representatives, and other stakeholders. Demonstrated ability to maintain confidentiality and exercise sound judgment when handling sensitive and confidential information. Excellent organizational, time management, and prioritization skills, with the ability to manage multiple competing priorities while maintaining a high level of accuracy. Strong analytical and problem-solving skills, with the ability to identify discrepancies, investigate issues, and recommend appropriate solutions. High level of attention to detail and accuracy in maintaining records, preparing documentation, and processing information. Demonstrated integrity, professionalism, and commitment to complying with applicable legislation, policies, procedures, and ethical standards. Proficient computer skills, including Microsoft Office (Word, Excel, Outlook, and Teams), database applications, and other office technologies. Ability to establish and maintain positive working relationships with internal and external stakeholders. Ability to supervise, coach, and support staff while fostering a respectful, collaborative, and service-oriented work environment.
