Description: A senior full-stack software developer who will be responsible for ongoing development of the Ontario Agricultural Soil Information System (OASIS). The OASIS solution comprises the OASIS core web application (built using Azure Cloud Java technology) and OASIS field data application (built using ESRI GIS technology). Background: The purpose of the Ontario Agricultural Soil Information System (OASIS) project is to design and develop a robust, comprehensive system for the collection, storage and maintenance of OMAFA’s legacy and new agricultural soil data in alignment to actions under the Soil Strategy and other emerging OMAFA and government initiatives. Requirements Experience and Skill Set Requirements: Must Haves: At least 1+ year of experience developing and implementing Java solutions targeting soil management systems. 5+ years of full-stack Java development knowledge and experience designing and delivering solutions using: Java/JEE technology with Spring Boot version 2.5 or higher Angular 2+ HTML 5 Accessibility for Ontarians with Disabilities Act (AODA) RESTful APIs Databases (Azure SQL Database, Oracle, PostgreSQL) Azure DevOps Pipelines Good design skills to develop quality solutions Integration with ESRI ArcGIS Portal and ESRI ArcGIS Survey COTS RESTful API integration with ESRI Tools (Eclipse, Azure Git Repositories) Excellent design skills with the ability to make design recommendations and develop quality solutions. Developing detailed programming specifications and/or code, and performing application configuration as needed Building release deployments and conducting unit tests within an Agile project environment. Integration skills and experience developing Java solutions using APIM Integration skills, experience and knowledge of building Java backend using Azure Application Service Plan. Nice to Have: ESRI ArcGIS and Survey123 RESTful API integration with ESRI Excellent communication (verbal and written) as well as facilitation skills Experience delivering solutions using Agile practices and tailoring approaches to maximize adoption of Agile principles while working within organizational constraints. Skill Set Requirements: Mandatory Skills and Experience: 1) Full-Stack Application Development: Minimum 5 years of hands-on experience designing, developing, testing, and delivering enterprise-grade solutions using: a) Java/JEE technologies with Spring Boot 2.5 or higher b) Angular 2+ c) HTML5 d) RESTful API design, development, and integration i) Relational database technologies (Azure SQL Database, Oracle, PostgreSQL) e) Azure DevOps Repos and Pipelines for source control, build automation, and CI/CD processes f) Accessibility standards and compliance requirements, including the Accessibility for Ontarians with Disabilities Act (AODA) 2) Solution Design and Development a) Demonstrated ability to analyze business and technical requirements, provide sound design recommendations, and develop scalable, high-quality software solutions. b) Experience creating detailed technical specifications, designing application components, and developing maintainable, production-ready code. c) Experience performing application configuration, customization, and implementation activities as required. 3) Testing, Deployment, and Agile Delivery a) Proven experience building and managing release deployments. b) Strong knowledge of unit testing methodologies and quality assurance practices. c) Experience working within Agile delivery environments, contributing to iterative development, testing, and deployment activities. 4) Cloud and Integration Development a) Demonstrated experience designing, developing, and deploying Java-based backend services and integrations within Microsoft Azure environments. b) Hands-on experience deploying and managing applications using Azure App Service Plans and related Azure platform services. 5) Security, Privacy, and Compliance a) Strong understanding of secure software development practices, including application security, privacy, and confidentiality requirements. b) Experience developing solutions that comply with Ontario Public Service (OPS) and Information & Information Technology Strategy (I&ITS) policies, standards, directives, governance requirements, and industry best practices. Desirable Skills and Experience: 1) Experience developing, enhancing, and implementing Java-based solutions supporting agricultural or soil management systems. 2) Experience leveraging approved AI-assisted software development tools (e.g., coding assistants) to improve software quality, development efficiency, and delivery outcomes. 3) Experience working with Esri ArcGIS and Survey123 platforms and designing and implementing RESTful API integrations with Esri solutions, including geospatial data services and mapping applications. 4) Demonstrated success delivering solutions using Agile methodologies, with the ability to adapt and tailor Agile practices to align with organizational processes, governance requirements, and delivery objectives.
